Mangalore, Dec 22: In a tragic incident, a worker got washed away after a water pipe burst at Nagori here on Saturday December 22 at around 3.30 pm.

The deceased has been identified as Raju (25) from Andhra Pradesh.

Raju and three other workers, all from Andhra Pradesh were working on a drain at Simon Lane, Nagori. At the same time, another worker was digging with a JCB earthmover nearby.

Suddenly, the JCB hit an underground water pipe which burst and the water gushed out with great force.

All the four workers were caught in the flowing water. While three managed to get out of the drain, Raju was washed away.

One of the three workers who managed to escape has been identified as Bhaskar.

Police personnel and fire brigade rushed to the spot. The body was recovered later in the evening after an intense search.

Speaking to Daijiworld, corporator of the ward Jacintha Boromeo who visited the spot said that work on connecting the drainage pipes has been going on since Monday December 17, and was expected to finish on Saturday.

This very tragic fatal accident is unpardonable. We are still talking of "awareness".There is need for proper safety procedures in place before works of this nature are taken up.The City is growing rapidly. The Civic Authorities send unqualified 'casual workers' mostly from up country/rural districts. The MCC cannot simply "award contracts" & leave everything to the 'contractor'.There has to be proper "supervision" especially where underground services like watermains, sewage lines ,drains etc are under repair. In this horrific case the MCC boss, the Department's Engineer/Supervisor & Contractor are all responsible. The Safety & Labour Deptt must take suo moto action promptly, first to fix responsibility & ascertain if proper procedures were followed, then disciplinary Action & concurrently adequate accident Insurance/other Compensation to be paid to the family of the deceased.

I think the contractor is responsible for the tragedy. Before digging they should find out what is below. This time the water pipe burst and fortunately only one worker was killed. In the first place the contractor should have taken the permission of the Municipality to find out whether it is safe to dig as underneath there might be cable wires, gas pipe or water pipe. In US it says DIAL BEFORE YOU DIG.

This is the total negligence of Mangalore Municipality. When Mangalore Municipality shutdown shutters of various illegal business entity, why can’t they punish their own concerned Officers for this kind of tragedy. It shows how the contract works have been handled by MCC by giving contract works to unauthorized Contractors who lack in town planning drawings. Family of deceased person should be compensated too

Is there saftety officer or office in Mangalore Municpality ??
I am shocked with the way, MCC is functioning. Task them on task. There is seriously something wrong. Public need to wake up or MCC officials need a job change. How come anyone work without any safety measures. MCC needs to learn from these incidents such as this and another one in near Canara colledge - mud slide > what's wrong ? No one bothers @ MCC??

This is a clear case negligence. We in India take safety at workplace for granted. This is also the case mostly while driving cars/bikes in India.

In UAE there are plenty of unskilled labours working but there is effective laws which mandate the safely of the workers. In cases like these supervisors and contractors are held responsible for the death of the poor labour and charged with stringent charge which will as harsh as manslaughter through negligence. In India these cases are thrown to the dump and victims family is not even provided with adequate compesation.

    MR. CHAWDARY,
I AGREE WITH YOU ON YOUR VIEWS REGARDING LACK OF SAFETY AWARENESS BUT PLEASE DO NOT SAY SHAME ON INDIA. THESE TYPES OF INCIDENTS ARE VERY UNFORTUNATE AND ARE UTTERLY UNINTENTIONAL UNLIKE THE DASTARDLY RAPE AND ALMOST MURDER IN DELHI. AS A MUNICIPALITY MANGALORE UNIT MUST ENFORCE STRICTER SAFETY LAWS AND MANDATORY RISK ASSESSMENTS BEFORE CARRYING OUT SUCH TWIN ACTIVITIES IN A SINGLE AREA OF WORK. THIS INCIDENT MUST BECOME AN EYE OPENER AND WHISTLE BLOWER BY ITSELF. LET US HOPE TO SEE DEDICATED HSE DEPARTMENT IN MANGALORE MUNICIPALITY WITH WORLD STANDARDS SOONER THAN LATER.

Something is missing. Does 'washed-away' mean the pipeline is connected to the sea/river ? He surely should be found otherwise ??

How come JCBs operate without surveying whether a pipeline is in the vicinity ? Unprofessional contractor !
