Bangalore Police shut 1000 ATMs over lax security


BANGALORE, Nov 25 (TOI): In what appears to be a confrontation between law-enforcing and banking authorities, the Bangalore City police on Sunday night shut down over 1,000 ATMs. Police sources said the move followed banks' failure to abide by the 4pm Sunday deadline set by Bangalore police for banks to ensure effective security at their ATMs in the city.



The ultimatum was issued in the wake of a brutal attack on Jyothi Udaya, 44, in a Corporation Bank ATM on J C Road on November 19 morning. The government had ordered all banks to install CCTV cameras that could capture interior and exterior views in all ATM kiosks, fix alarm systems and post security guards round the clock.

The deadline, though, passed with nothing on the ground, suggesting that the financial institutions had not taken the ultimatum seriously, a random survey by TOI of the cash-vending kiosks revealed.

Within minutes of the deadline ending, Bangalore City police commissioner Raghavendra H Auradkar ordered his personnel to prohibit ATMs that have failed to comply with the security measures from conducting any kind of transactions. Some four hours later, reports started trickling in from various police divisions about ATMs being shut down.

Auradkar told TOI: "If they have complied with the government order even after 4pm Sunday, my orders are clear. We will prohibit transactions from happening there with immediate effect."

Auradkar, entrusted with the responsibility of implementing the order by the home department, said he has issued orders to all the deputy commissioners of police to conduct physical verification of the ATMs and take action immediately.

A Karur Vysya Bank ATM and another HDFC ATM in Lakshmipuram, Ulsoor, had their shutters pulled down and locked. A copy of the November 21, 2013 notice issued by Auradkar setting the 4 pm, November 24, to banks on providing security at ATMs was pasted on the shutters of both ATMs.

Earlier in the evening, TOI followed a team of policemen attached with the Cubbon Park police station, only to find the measures are not implemented at many of the kiosks. Led by an assistant sub-inspector-rank officer, a team of three personnel verified 15 ATMs on Sunday, on and around MG Road.

Almost all the kiosks did not have alarms and magnetic strips. Only CCTV cameras were installed in all ATMs. When it came to employment of security guards, some banks like Canara Bank and State Bank of India, which did not have a security guard earlier, had employed one at their kiosks, while most other banks continued to operate the kiosks without one.

Following a reality check done the day after the brutal attack on Jyothi, TOI did another check on Sunday, again to find many ATMs not complying with the security measures mandated by the government and RBI. Most ATMs in different parts of the city - Koramangala, Old Airport Road, Indiranagar, Seshadripuram, Cooke Town and Frazer Town - were seen functioning without security guards.

A recently set-up Axis Bank ATM at Ejipura Junction, for instance, had no guard around. Locals expressed concern over the laxity citing the sensitivity of the area. Guruprasad, who operates a pushcart next to the ATM, said brawls are common in the vicinity given its proximity to a bar, and with irregular functioning of the streetlights, the ATM is not secure.

A senior citizen, Mahesh H, spoke about his concerns about an ICICI bank ATM on Indiranagar 80-ft road, which has been functioning without a guard for many months. "The road is calm during night and the ATM does not have a magnetic strip reader also, so it is not safe to draw the money from here," he said.

The situation was similar in many places across the city, notwithstanding the stance of the government.

    I wonder where are the locations where the said ATM's were shut down! There are 45 ATMs in the vicinity I stay @ Bangalore which includes very shoddily unattended ATMs of several 'reputed'Govt Banks - No AC, No CCTV, No Gaurd or NO security swipe to get in...These were perfectly in working condition as usual as at 6 PM today...I've taken pics & informed newspaper scribes of this, incl TV9....News by Govt saying 1000 ATMs shut down is totally FALSE & without any check up or scrutiny done...Georgie porgie pulling a fast one here...

    Good initiative. Let banks spend on security when they are debiting the clients for all sorts of service.

    On a lighter note.. ATMs are shut with money inside the machine.. No customer is able to use the ATM.. What about thieves ? Remember a phrase - Rogi bayasiddu haalu, vaidya heliddu haalu.

    ATMs do give service to people at a place convenient to them.
    Q to banks.
    Why do you have shutters at ATMs
    Even if you do have they can be locked on top with same lock and bolt.
    Why do you keep ATMs open all night ?
    Have ATMS in hospitals,medical stores ,rail bus station open all night with security.
    Others can be deactivated ,centrally locked after 11pm and opened at 5 or 6am.
    MONEY SAVED ON GAURD AND ELECTRICTY ENOUGH TO HAVE 2 guards daytime.
    CCTV to ring ECECTRONIC alarm in nearest police station if more than 1 person enters ATM.
    WHO CAN BUY WHAT AT MIDNIGHTPOP IF NOTHING IS OPEN OTHER THAN ILLEGAL STUFF.

    Unlike earlier days, to cut costs nowadays all issues are compromised, including security!! Previously retired defense personnel were employed with arms, but nowadays security is given to contractors who get people who do not know the ABC of security at very low rates mostly from financially backward areas of UP, Bihar, Jharkhand, Odisha etc. who just sit for namesake and are paid peanuts!!

    Any organized gang with deadly arms can easily shoo these guards in minutes as has happened in so many incidents!!

    The only advantage of a security person manning a center is purely psychological and maybe only effective during daylight and in areas frequented by public movement!!

    The above is only an opinion and not in anyway a criticism of the strict action resorted to close ATMs w/o guards!!

    Most of the time we blame politicians or police or government for not functioning or taking any action, In the other hand if any orders for the benefit,safety or security of the public is made our corporate managements, who are all blaming all the above machineries of the govt. not even take it seriously. Shame on educated top level managements of the Banks. We all know each and every decision makers sitting in the posh AC offices are watching or reading the news, but not bothered about the status of their action plan for the safety of their customers.

    Appreciated the quick move. What ever is the scenario, strict rule came in place and strict action on defaulters. That's what we need now to control all the issues... Give a time line and ensure we adhere to the same. If not, strict action to be implemented onto he defaulters.

    Appointing well-trained security personnel should be the duty of the Bank. They prosper and make profit from public deposits and cannot make the right arrangements to safeguard their clientele.

    Also, they should not go for some retired old guys to do the job.
    The Security guard should be a professional one to create some sense of warning to the likely criminals around the ATM machine, if any.

    What one should do even after the CC tv camera,Security guard & alarm system if such crime happens.....probably pull the shutter of every police station!!! I am not against the police action here. But root cause needs to be addressed in addition to this. The day should come that ATM should become a safe place to transact even without the security guard like in other countries like USA, UAE etc.

    Very eager to see the Clean Up Drive that will happen if moral policing or communal violence erupts in Karnataka.

    This is not the right move or positive steps taken by the Police. Instead they should have recruited 1,000 Police or 3rd party personnel to give safety to these ATM Machines and charge the fees to concerned Bank till they provide their own guards. By shutting ATM, they put common public in more trouble whereby forcing them to stand in the cash withdrawal queue at respective Banks. Instead of shutting ATM they should have shown their courage and efficiency to arrest the culprit within 24 hours.

    Learn to comment keeping your personal hate aside. Only then you will sound sensible and learn to appreciate good things made by any party.

    Standing in Queue at ATM centers is much better than compromising on the safety of women. You should volunteer as one of the guards and stand in the ATM Centre, if you feel peoples convenience is more important than safety.

    Every bank hiring 1 security each is much easier a process comparable to your idea of asking govt to sponsor 1000 guards.

    All security guards are above 60. Instead of sitting at home, they sit at ATM kiosk. Banks do not have to spend much salary on these men. May be around 5-6 thousand for a month.

    This is a right move by the Police. All banks take customers for granted. They find innovative ways to loot customers, but just don't bother to give security to them. With every bank showing profits to the tune of hundreds of crores of rupees every year, providing security to the ATMs wouldn't burn a hole in their pockets. However, banks will play some trick to pass on the burden to the customer. I think RBI should show iron fisted resolve to make these banks fall in line.
