When outsiders come to India for study tours, they make sure, they have gathered enough knowledge from their tour and the knowledge so gathered is used in their country for bettering life of some who are in need of it.
It is just the opposite when Indian Ministers and other Govt. officials go abroad on study tours which are merely enjoyment tours and no benefit derived from those study tours.
We should take a note of the functioning of these study groups and learn from it.
