Cong MLAs want action against Kejriwal-admirer Karnataka IAS officer

From Our Special Correspondent
Daijiworld Media Network - Bangalore

Bangalore, Jan 23: An IAS officer from Karnataka, who is heading the State IT/BT Department as its Secretary, could be in trouble for his ''open admiration” of Delhi’s Aam Aadmi Party (AAP) Chief Minister Arvind Kejriwal.

The IAS officer, Srivatsa Krishna, who had written an ''Open Letter to Delhi Chief Minister Arvind Kejriwal” in a national English Daily, had criticised the policies of the Congress governments in the States and the Centre and praised Kejriwal and his party.

The ''Open Letter” was published in The Times of India in its December 27, 2013 issue.

Srivatsa has also written in the Outlook English Weekly magazine.

The articles of Srivatsa have been published under his byline by stating that he is an IAS Officer with a disclaimer that the views expressed by him are "personal."

Srivatsa is the 1994 Civil Services Examination topper from Karnataka and has been a Harvard Graduate. He was on a sabbatical for pursuing his PhD at IIT-Madras before his appointment as the IT/BT Secretary by the State Government last year.

The issue reportedly figured prominently in the State Congress Legislature Party meeting held under the chairmanship of Chief Minister Siddaramaiah, when several Congress legislators demanded action against the IAS officer.

The Xerox copies of the articles written by the IAS officer were circulated at the Congress Legislature Party meeting.

Congress legislators, according to informed sources, took sharp exception to a serving IAS officer heading an important department and writing in the media criticizing the Congress governments in the State and the Centre was ''totally unacceptable.”

''How can a serving IAS officer publicly write articles in the media and criticize the Congress governments in the State and Centre and make snide and disparaging remarks against the UPA regime on the coal scam or 2G spectrum scandal?,” legislators reportedly questioned at the meeting

A Congress legislator said some of the members wanted the Chief Minister to take stern action against the IAS officer, when he has openly criticized the coal allocation and telecom policies of the Centre.

''Allowing government officers to criticize the governments in the State and the Centre or praise another political outfit or chief minister of a different State belonging to a different political party would send wrong signals and run risk of the bureaucracy to assume that they can get away with anything,” a legislator said, on condition of anonymity.

The chief minister, however, did not respond to the demand and merely promised to look into the matter.

Incidentally, the Congress Legislature Party meeting also witnessed accusations by some of the legislators regarding the functioning of some of the district-in-charge ministers and wanted the Chief Minister to pull them up and be more responsive to the people and elected representatives.

The very objective of appointing district-in-charge ministers would be defeated if the ministers refused to heed the grievances and fail to take steps for their redressal.

Siddaramaiah reportedly assured the annoyed legislators that he would direct the district-in-ministers to be more pro-active and listen to the grievances presented to them during their district tours;

He promised the angry legislators that he would direct Ministers to listen to their grievances without delay and without any discrimination.

Legislators reportedly demanded change of district in-charge ministers of Bijapur, Haveri, and Gulbarga districts.

They claimed that Minister for Water Resources M B Patil, Minister for Sugar Prakash Hukkeri and Minister for Municipalities Qamar-Ul-Islam are district-in-charge ministers of Bijapur, Haveri and Gulbarga districts respectively were totally ineffective, according to informed sources.

Several members have expressed their unhappiness over the poor road condition in their constituencies, delay in the commencement of road works and tardy progress in the implementation of drought relief works.

A two-time MLA said "if the Government has to act fast and expedite development works. Otherwise, the party will face a tough time in the coming elections to the Lok Sabha.”

Some members blamed the Chief Minister for remaining subdued and slow pace in the execution of development works and felt the Congress government seemed to have lost its initial momentum.

This open letter is a nothing but a smart way of showing his intention to join AAP. Srivastava must be thinking that he can get more publicity joining AAP then by working as a bureaucrat. He must have seen many media men getting lots of publicity and this greed for power must be the secret behind his open letter. If he really interested in doing good he could have done it as IAS officer. But now suddenly he has interest in Kraziwal and AAP. This man is selfish and he wants the publicity. Best to ignore him.

While we love and respect our country.. Then we will surely hate the present political system, if it question about A.A.P it is revolution than a political party , peoples' hatred towards these worst politicians,,,corrupt politicians are afraid about these revolutions and restricting people to join it,the time will come more and more will join to A.A.P...as we seen Rajastan and Madhya Pradesh are trying to learn from A.A.P, even in Maharastra gov reduced electricity bill by 20%, so why should anyone hate A.A.P

    Messrs Bhandarkar and Gracious,
With due respect to both of you, I do not understand what actually is the matter. Nelson, the phrase used by you seems to be a little harsh here. The same phrase was used by our Supreme Court while reprimanding a politician. Mr Bhandaarkar has comments in 2 places, which comment is not in good taste ? Also, I do not understand "afraid of Mangalore Grace". What is the meaning of Mangalore Grace ? Culture, organization or any individual. like Swami, Bishop or Maulana.?

    Dear Santan...
You have every right to ask.
I am petrified of Grace Pinto , Mangalore who admonished me in no uncertain terms for criticizing
an ill Delhi CM Arvind. Arvind said it was due to lung congestion and I just wondered whether it was brain. He was sleeping on the roads you see... being a CM-
That was enough for Grace Pinto
to turn her grace sorry stern gaze on me.
    So- now you know it...
As to what 'taste' Mr Nelson from Canada felt from my comments-he only can explain.
    Regards.

In contrary Siddu must make him cabinet IT minister of Karnataka. A ready-made genius from Karnataka from IIT /Harward and genius in IT who has top IT degree .What more you need? In addition, he has a very good personality and good looking. Siddu badly in need of good IT minister (Just check the background, profession of current IT minister of Karnataka. ). If Siddu does not open his eyes Kejrival will open his eyes and will make him IT Head/Minister of Delhi. As far as these legislators its useless to talk about them. They do not have any idea!!

If someone speaks while in service the Politicians punish him. But if same person speaks after retirement, then the same politicians ask why he did not speak while in service.

Please do not confuse the issues here. Perhaps you are also referring to the ex Home Secretary Mr. RK Singh's recent comments against Home Minister Shinde.

There is a difference between recording an official complaint if one witness or observes any wrong doing and making a public expression of your personal political preferences.

A government officer is duty bound to record/register an official complaint of wrong doing but is not permitted to express his/her personal political choices in public as he/she is expected to remain neutral in public while in service.

Truth is truth, whether spoken by IAS Officer or Govt.Employee such as road sweepers. Ministers can jabber or bark without action by other ministers. All they get white wash but the real IAS officer who spoke honestly should take forced retirement. Politics, Indian style

Dear Joe, unfortunately that is the reality. Discipline of the job demands that an officer of the government is expected to be neutral in his/her public utterances. Even personnel of the armed forces while in service have to follow this discipline.

He/She is expected to keep his/her political preferences private.

No such rule for politicians, unfortunately.

Now everyone is telling this IAS officer should not have expressed his opinion when in service.
But when R K Singh (Secretary to Home Ministry) exposed the nexus between Dawood Ibrahim and Home Minister Shinde in saving the kingpin of IPL match fixings after his retirement, the same Cong people had asked why R K Singh he had not spoken about it when he was in Service, why he is exposing it now only after retirement ?
This is the double face of cong.
