Mangaluru: Human Rights body takes serious note of alleged police atrocity on family

Mangaluru, Dec 30: Taking serious note of the alleged assault on a family by the Beltangady led by sub-inspector (SI) Sandesh, the founder president Human Rights Federation of India (HRFI) Balakrishna Rai on Wednesday December 30 visited the three members of the family at Wenlock hospital, where they were admitted after being allegedly tortured in police custody.

Kiran Walter and his family, including women, a nun and a child were allegedly assaulted by SI Sandesh and his team of policemen on the night of Monday December 28. The cops had interrupted Kiran's brother's wedding in a bid to arrest Kiran in connection to a case of visa fraud against him filed by his friend Anil Furtado. The cops later alleged that the family members had beaten them up when they went to their house to arrest Kiran.

Four persons - Kiran Walter (38), Elias (40), Rupesh (29) and Godwin (20) - had been arrested by the cops, out of whom Elias, Rupesh and Godwin were released while Kiran is still in judicial custody. Kiran is expected to be released on Thursday December 31, sources said.

The three who were released alleged that they were tortured by the police while in custody, and bruises sustained by them necessitated treatment in hospital. Taking the issue seriously, HRFI president Balakrishna Rai along with other human rights activists visited the injured in the hospital and spoke to them.

Speaking to daijiworld later, Balakrishna Rai said, "I visited them and saw that they have been badly assaulted. I have given them all the information on how to take necessary steps against the guilty policemen. Assaulting anyone in such a manner is certainly a human rights violation. I will ask the superintendent of police to conduct an inquiry and find out the truth. The inquiry will reveal the truth about details such as whether the police had arrest warrant and so on. Based on the report, the case will be taken forward." Sources also said that a report on the matter would be sent to Bengaluru.

Superintendent of police Sharanappa told daijiworld that an inquiry is already on. "I have directed the ASP of Puttur to conduct an inquiry and submit a report. Based on the report, necessary action will be taken."

The family had also approached the IGP seeking justice in the case. When contacted, IGP Amrit Paul told daijiworld that the report on the issue was expected on December 31, and further course of action would be decided based on the findings.

    It is very perplexing to see opposition to human rights group. Any one who raises this issue should be respected.

    Are they not doing the right thing?
    It is very sad to note that by doing so we indirectly condone these acts of violence.

    There should be zero tolerance to violence by Police when clearly they can use other means.

    Is it ok for others to suffer but tomorrow if it happens to us ?

    I do not want to be concerned about the membership etc. For me every one ( public) is a member and they are our voice. No politics.
    Our thinking should be above the tribalism .

    Please stop all comments about this matter.I was shocked to read comments or News in Konkani about this.First I read was the Police who came to Arrest was not on marriage day,but next day.and they were in civil.Nun was not in her attire but in civil ,so no one could recognize her.so on so on.Please clear yourself about this before further commenting.Now the question,whom to believe ,and whom not.One thing is true,the enmity between two Familys has gone to a extent which is now talk of the town.shame on them to take this step.couldnt they make it without making public with one Neutral Person?Hope it Ends soon with a friendship in coming new year.

    My heart goes out to the family. They didn't even spare the wedding day! How inhumane we turn to be. Thank God at least somebody came forward to check the issue. May justice prevail. May the family get over this sad, humiliating incident, our sincere prayers are with you dear family members who suffered unjustly.

    My heart goes out to the family. I pray they get well soon and justice is given to them. Traditionally we catholics are hardcore Cong supporters. The politicians and leaders know that and hence we are utilized to the max to fortify they vote banks promising to be our saviours. However when we are in need these leaders are not there to help us. The above is the best example for this ungratefulness. It is also an eye opener for all of us.

    @jeevan, whom u r referring criminals in this case? Even though Hero SI charged them under so many sections of IPC, but SP revised them to only one section 353. For your kind info, no one can treat or call them criminals, until unless proved by law of court. Broaden your knowledge at least by the end of 2015 and start with new resolution for New Year. Don’t always bring politics in all subjects.

    The "Human Rights Federation of India" seems to be a set up of just TWO people. The founder-president and his secretary.

    There is no constitution / by-laws on the website - other than a half-page list of bullet points.

    The website does not provide any details on when it was formed, whether it is registered, etc.

    No details on how many active members currently exist.

    No explanation basically on anything.

    So, at this stage, I wouldn't take this association of two people (and possibly just two members) seriously.

    Privious article states that Beltangady circle police inspector Lingappa B R, at the time of letting them go, to directly reach their homes. They claimed that they were warned of dire consequences if they failed to obey this instruction, and had also been strictly told not to speak to the media. Where do police get these rights?

    I am appalled at groups of people supporting the SI . It does not matter what his background etc is.

    1. Did he follow the protocol while arresting the accused?

    2. It is not his duty to physically assault the accused. As it is apparent that the people were in the middle of a wedding function - it was irresponsible behavior shown by SI sandesh and his subordinates. This is very serious matter and swiftest measures need to be taken against the polic involved in violation of the protocol and violation of human rights.

    3. Visa issue etc to deal with there is a proper legal recourse and an arrest warrant should have been issued. It is shameful on the part of different organizations to interfere and tell the police what to do . If SI has committed abuse then he shall be dealt with as per procedure and as per evidence.

    Sometimes ( or many times) we the people alone are responsible for sad state of affairs because we do not personally appreciate the procedures that are to be followed by the police and the officials.

    Respect for law and human rights should be our primary aim and if that is so we will interfere in the punishment to SI.
