Mangaluru: Beedi workers demand withdrawal of COTPA, seek alternative employment

Mangaluru, Feb 9: Representatives of All India Trade Union Congress (AITUC), Centre of Indian Trade Unions (CITU), Bharatiya Mazdoor Sangh (BMS), Hind Mazdoor Sabha (HMS) and Beedi Contractors Union on Tuesday February 9 demanded the withdrawal of Cigarettes and Other Tobacco Products Act (COTPA) and intervention of Bandaru Dattatreya, union minister for labour and employment, in what they claimed was an 'extreme threat to livelihoods' being felt by over 1.3 crore beedi workers in the country because of 'unfriendly and unproven' anti-tobacco policies of the government. They also announced "Delhi Chalo", a march to Delhi with mass protests and stirs if the demands of the industry were not met. They also demanded alternative employment if the government goes ahead with its anti-tobacco policies.

A rally comprising thousands of beedi rollers and workers marched from Dr Ambedkar Circle to the football ground behind Town Hall, culminating with the submission of a petition addressed to the attention Bandaru Dattatreya, union minister for labour and employment.

Addressing a press meet here on Febrauary 9, Balakrishna Shetty, president, Centre of Indian Trade Unions said, "There are 30 lac farmers engaged in cultivation of beedi tobacco, 20 lac adivasis engaged in tendu leaf plucking and 80 lac beedi workers rolling beedis from their homes. None of these 1.3 crore workers have any alternative means of subsisting their families without the beedi industry. They are already facing threat because of anti-tobacco policies. It is important to protect their livelihoods through a well thought out policy framework, rather than adoption of unproven policies."

"Unproven anti-tobacco policies have already created a thriving parallel tobacco smuggling industry in India. Now, rules like COTPA Amendment and 85% graphic health warnings are looming to take a toll on the beedi industry. The revision from existing 40% to 85% is impossible due to the conical shape of beedi packaging. We have to eventually shut the industry from April 1 if the warning is introduced. This will lead to large unemployment and social unrest. The children of beedi workers will not be sent to school as the source or their fees will be terminated. We urge the government to protect this indigenous industry and immediately recall these unproven, and unsubstantiated rules," he urged.

"The International Labour Organisation in 2003 stated in its paper that tobacco control rules should not be imposed on the beedi industry in India till the work force gets alternative employment. Beedi is a 100% swadeshi (indigenous) industry operating a deep societal value chain, and cannot withstand harsh policy shocks. Rules like 85% graphic health warnings are nothing but indirect orders to close the industry unilaterally. We strongly protest against these steps," Shetty said.

"Unfortunately, tobacco policies in India are being framed in an opaque manner, with only health activists who indulge in false propaganda and misinformation being consulted. Even pharma industry is consulted and present in policy shaping, then why single out the tobacco sector. We demand that 1.3 crore citizens involved in beedi industry should have a voice, and should be part of tripartite consultations before any policies against the industry are passed. This is a fundamental right and essential to protect the essence of democracy in our country."


The unions placed a 4-point demand in the petition:

1.Government should provide viable alternative employment opportunities to beedi workers and rollers before any anti-tobacco policy is adopted, to prevent mass social unrest.
2. Industry representatives should be consulted and tripartite meetings held before passing any rules against the industry.
3. Withdrawal of proposed COTPA guidelines including the notification seeking 85% of the beedi label to contain a warning.
4. Penalize false propaganda and misinformation by health activists against the indigenous beedi and tobacco industry.

Sitharam Berinja from All India Trade Union Congress, Mohammed Rafi, Secretary, Hind Mazdoor Sabha, H V Rao from All India Trade Union Congress and others were present.

    It is personal choice & freedom to smoke. No mater how much restrictions you place on smoking people will find the way to smoke. Beedi Industry is local & cottage industry which provide job to persons who want to work. So Beedi Industry should be exempt from all kind of Tax. Political party which promise to wave tax on Beedi has chance to win elections.

    This Cigarettes and other tobacco product Act(COTPA) will be a big blow to the beedi workers. Many will loose their lively hood but at we must think of the health hazards caused due to smoking. Government should provide them with alternative jobs.

    Very Sad to See these many people Depend on Beedi Rolling for their Livelihood.
    Now and Then GOVT keep on Imposing One or Other Restrictions on Them, but No one Care About their HEALTH.
    I request Leaders to teach them Some or Other Kind of Agriculture, through which Let them Have Happy Life and For Us to Get Healthy Agricultural Products.

    Did you take up Beedi rolling after your school ? Doesn't appear so because then you would not have been commenting on DW.

    At the same time, did you not request (those who were rolling Beedis) to give up the routine since there is a better source of income now ?

    Well, if the trade is still continuing despite you the educated next generation started earning out of the Beedi trade, that is not necessity but luxury.

    This is exactly why the government fails to stop an industry that contributes towards increasing cancer, instead of decreasing it. If you want the trade to continue, nobody can do anything about it.

    Secondly what better income source you suggest me if we stop this.

    Please have a visit to some of the houses who are really depending on this income, understand their conditions and importance of this income. i am sure if do this, you may disagree your comment itself.

    Why can't govt stop alcohol production? can govt stop this? i am sure govt cannot because VIPs are earning out of this. who cares poor right?

    Those who are growing ganja and brewing alcohol too are saying that they went to school or ate a decent meal because of income from ganja/alcohol sale.

    Who is the bigger culprit now ? Cancer, addition to drugs/alcohol ? Please explain..

    At the max an experienced person can roll 1500 beedis and if the entire family involved, 3-4000 a day can be managed with great difficulty. Meaning, 800 a day for the entire family.

    Whereas, a bundle of jasmine costs more than 250/- if you have 3-4 healthy jasmine bushes, you can easily manage 4 bundles a day in in summer. In lean season the yield could be a bit less but averaging it, may come to same throughout. That earns you Rs. 1,000/- everyday. How many persons labour ? One or two. How much work involves ? Just two-three hours in the morning. Health hazards ? NIL.

    Are you getting what I am saying ? You don't require acres of land to grow Jasmine. Two plants in distance of 6 Ft. Start with just two in your front area where you keep Tulsi. It may take a while for the plants to come to yielding stage but you will reap gold ! There are many societies offering assistance to jasmine growers. You will get new saplings, all pesticide and compost for very cheap rate once you are a member.

    I have seen nearly blinded due to Beedi-Rolling have prospered abundantly after switching on to Jasmine cultivating. Trust me !

    This beedi rolling industry indirectly affected to keep barren our fertile land without any agriculture products, Govt should totally ban this industry and provide alternative job to these ladies if possible or else they can move again to agriculture field.

    Who will give them the land for agriculture?? If they at least had money to buy a land they will never stick on rolling beedies.
    Now don’t say like we have lot of banks which produce agriculture loans. Credit system still remains problematic even after we have agricultural credit in 1000s of banks in india. Even small farmers these days depend on informal sources of credit, which leads them to debt trap and then suicide in many cases. Peoples, I meant farmers should be made feel financially secure. Apart from these problem, how can we depend on agriculture in monsoons?? Most part of india does not have access to rivers. If one state agrees to divert or divide a river, other doesn’t. Let government look after the rural infrastructure and provide better access to agricultural credit, people will automatically adopt . . .

    Now, let them roll beedies or let government provide alternative employment opportunities. Most of the widows roll beedies.

    What about Anti-Alcohol Policy?? Since, Poor roll the beedies they implemented Anti Tobacco Policy. . Most of the peoples who roll beedies are those who do not have any source of income??

    India is not like some Gulf countries (where local population is very thin) that entices children to go to school and then college and once graduated give them directly a Manager's job. In India the population is so much that the government cannot even give food products on ration to all.

    But in India, education in government school is free, there are several schemes to train in income earning skills. They also get loan from rural banks to start a small trade.

    Imagine if a child is not made to eat hard food but left to live on mother's milk alone ? Will the child bother to learn eating ? Similarly, those who are addicted to easy jobs like rolling beedis, will never wean from it to do hard work. Government cannot drag them to do other work - can it ?

    I agree with you that Education and health services must be given adequate attention.
    Regarding sending children to School, Let Government provide protection for the girl child. People will send their child to school. As I used to say before behead the rapists. Then what about the empowerment of women?? Will government wipe out gender inequality?? The girl child is still considered a burden and even parents differentiate between their sons and daughters. Most of the children are sent to work in india by compulsion not by choice. Poor families often sell their children. And to end, Around 25% of India’s children are underweight at birth.

    According to you there are many subsidised distribution system. A large number of peoples mainly poor and farmers are unable to purchase even essential commodities from these system.

    There is no disagreement that Beedi rolling gave livelihood to many poor families but how correct is it to demand continuation of this trade despite knowing that they are building a disease instead ? Its is equal of them being hopeful that our children take up smoking just to continue their livelihood !

    Beedi businessmen as well as applicable workers did not do charity, they had good returns. Instead of expanding, they should have slowly reduced and gradually ceased to produce contrary to protesting against health based restrictions that are now imposed by the government.

    Now, correct your own mistake, start up alternative industry to repair the damages. Go to square one, start a new skill and prosper ! Make use of several schemes that are available for the lower strata of the society. Foremost, stop employing educated youth in rolling beedis !

    The nation will suffer anyway, either by increased cancer cases or impending starvation, a transition takes time, it can't happen overnight.

    It is nice to see my Neighbour on the stage... That Beedi contrator has a lavish house and Renault Duster... Nice to see him hrooooming around in duster.

    These ladies should visit Manipal Shirdi Sai baba Cancer Hospital and other Hospitals like Kidwai... Saying goodbye to agriculture all these started to wrap beedies as well as their life. They all earn enough and girls disappear often after a visit to beedi branch with makeup.

    Of course they need an alternative job. Emphasizing agriculture will definitely is the answer and it solves everyones problem

    Agree with you 100%. Because of the lazy Beedi-Rolling trend, our paddy fields fell short of labour and they fertile soil to be adorned by coconut-betel farms, which again, is a commercial crop, not giving food to the hungry.

    People opted for less laborious job at the same time became hub of diseases like asthma out of inhaling the smell emanated by the tobacco.

    Do away with the trade that promotes disease, come back to cultivation. Reduce the labour shortage in the market, bring an end to the Northies that plagued the South !
