Mangalore: City commissioner shunted out - Will DC and SP be Next in Line?

Mangalore, Jul 11: Corporation commissioner Samir Shukla, who was brought to the City Corporation as commissioner to provide a semblance of discipline and order to the City Corporation’s functioning, besides for the belief that an IAS officer would be able to steer the Corporation administration on the right track. Within a few months of taking charge, he was transferred. Sources say, the fact that he was bold and strict, the qualities he was expected to display in his post, were the reasons for his fall from the grace of those who matter most.

It has not remained a secret, that hard lobbying is going on for the transfer of Dakshina Kannada district deputy commissioner Ponnuraj and superintendent of police Subrahmanyeshwar Rao. Ponnuraj, who is in Mussoorie for undergoing a training programme, will spend two more weeks in a training session in USA. If sources are to be believed, behind-the-scene activities are going on  at a brisk pace, to ensure that he is replaced before he completes the training and rejoins for duties here.  It is gathered, that some people want Chennappa Gowda, who earlier worked as the commissioner of Mangalore Urban Development Authority(MUDA), to be brought in Ponnuraj's place. Chennappa Gowda, who earlier was a KAS officer, was recently promoted to the IAS grade.

It is learnt that Ponnuraj confided with close ones that he doubts about the chances of his coming back to the district as the DC after the training.  There are rumours, that Ponnuraj's strict stance on the utilization of the local area development grants of the MPs and MLAs has earned the wrath of the concerned. He reportedly has stuck to the stand that the grants can be used only for the development projects and not for the renovation or building of religious centres.  Knowing that Ponnuraj is a no-nonsense officer, some people had tried to stop his posting to the district, however as it was election time, he came here just before the elections. His strict handling of the election-related matter is the other issue which has not gone down well with the powers that be.

District superintendent of police Subrahmanyeshwar Rao, who succeeded to a great extent in bringing to book several underground criminals and rowdies in the district, is the other man expected to be sent out of the district. However, the anger of the lobbyists emanates from the fact that he does not toe their line. It is also rumoured that the SP's reluctance to frame dummy criminals is also one of the issues that the people in positions of power are not happy with. The demand for his transfer gained momentum after he allegedly refused to permit the opening of a club in Karangalpady in spite of the pressure exerted by politicians.

The post vacated by Samir Shukla remains vacant, even after several transfer lists that came out during the last one month. MUDA commissioner P G Ramesh is now working as the in-charge commissioner and there are efforts to retain him in the Corporation. Sources in the Corporation said that some people have been throwing their weight behind Gurudevappa or Vijayaprakash for this post.

It is not a secret that a well-meaning MLA of the ruling party was behind the appointment of Shukla to the post of the Corporation commissioner here. People also feel a remarkable drop in the execution of road works and inefficiency in the administration of the City Corporation after Shukla left.

    If an IAS or IPS officer is getting transferred, there will be some valid reasons for the transfer.The Transferring authority may not be required to explain the reasons for this. We the citizens should not drive the rumours.

    Indeed Honest and efficient people have got to pay the penalty for doing their jobs effectively. I have met both the D.C. and Superintendent of Police and in my opinion they are persons of character and have not hesitated to execute their duties most effectively. They are kind of people Mangalore need.

    Their proposed transfers only indicate that The Government does not wish that proper law and order should be maintained in D.K. It is time that people of Mangalore protest against this kind of rule and ensure that these officers are retained. Joe Gonsalves

    This is what Mangalore has chose for themselves. They are the breed who don’t bother for others and for society but very selfish self centered people. Might be educated but not bothered.     So long as the powerful politicians, who are not worthy to be named citizens, are either qualified nor educated or have an ioata of world knowledge, acclaimed to be running the administration of Karnatak. There are very few who are efficient, but disliked by the inefficient ruthless ones. So long as these uneducated, selfish politician runt the state, these kind of efficient officers have no chance to impress the government with their prowess on work.

    The IAS/IPS officers protect the politicians, guide them, write their speeches, use their intelligence and brain power and ultimtely take advantage of their intelligence to impress the people in public. These parasites should not be allowed to run for the election. So, I think the Kannadigas should re-think while electing these parasites into positions. Allow the well qualified politicians who are selfless in participating in the state politics.

    Bring a law whereby the uneducated and tainted persons are not allowed to participate in the election. The corrupt system brings corrupt people in running an administration which has to be corrupt, so that their nepotism could be supported. There are many officers who are very good, but a few handful who are tainted is enough to spoil the good ones.

    We Kannidas will write and write, but this mechanism will keep on going so long as the mass decides to stop voting corrupt politicians into power. Efficient officers cannot perform or conduct their duties in peace. They are cowed down by their own corrupt system in place. A change in demand needs to the support of those Kannidas who requirea drastic change in the state, which then will percolate to the districts, cities and villages. Let us wish for this change to commence soon to revamp the old cynical system in place.

    It doesn''t matter whether it is BJP Govt or ANY OTHER Party''s rule. We have observed time and again that the Officers are always at the mercy and dispossal of the Politician. It is not just a case of a particular District or the State, but throughout the Country the condition is not different. So someone rightly said that there should be some Independant Board or Agency to look after the Posting /Transfers of the Officers and this could be a step forward in establishing a Clean Administration.

    It is unfortunate that our bureaucrats are under the mercy of politicians. No doubt we have “Brilliant officers” at our disposal. Unless a bureaucrat is given sufficient time for the ution of duties ,he/she will not able be to deliver the best. Frequent transfers result in abandoning the projects or it will slow down. Ultimately it will effect the general public. I strongly criticise the frequent transfer of officers, please give them the breathing space.

    In current administrative services, one who is corrupt and smart, he has best chances of getting promoted within our Governance system. There is no worries evenif he gets caught red-handed, there is a self protect mechanism which takes him/her away from all problems. But the one who dares, he has to face music from all the sides. Though there will be some public sympathy, that is just useless to get him out of any problems. Most choose the first option, the one who chooses second - becomes a Ponnuraj and Dr. Rao.     The elected politicial representatives think that these civil servants are their personal servants and they expect and wish these bureaucrats to dance and wing to their tunes and do whatever these goons ask them to do. If refused by their inner conscience, they are penalised by way of transfer so that they can transfer in some of their loyals. Same thing happened to Mr Achar, SI of Manipal who was handling sensational disapperance and suicide case.

    After the appointmetnt of these efficient and dynamic officers mangalore city has seen a drastic change in the law and order improvement.Mr.Ponnuraj is also responsible for the overall development of Udupi district. Our corporators (and people) are very weak. We have to see the development of Mysore city under the different corporators and the participation of people and the contribution of officers like Mr.AB Ibrahim, Mr.Ponnuraj and Mr.Manivannan.It is time for someone who is politically strong to retain such honest officers otherwise the saying of one of the officer from Mysore that "mangalurina jana buddivantha daddaru".

    We gather for Morchas for many silly reasons, could all Mangaloreans gather for this cause. We want efficient & Empowered officers to handle our district at all offices. Even if we are not able to bring Shukla back, he would know we appreciate his efficiency and he would be encouraged to continue working in similar manner, bettering every place he goes. What other mode to appreciate them, than side with them? Are we all free of our caste,creed,region divide and unify for Mangalore?

This is a clear message sent across to us that Honest, hard Working, able and disciplined officers like our present DC & SP have NO PLACE in our Politically controlled Administration. Sad part of all it is our highly educated Bureaucrats have to work under instructions from our politicians, who are mostly not so educated or qualified. Highly qualified officers are at the mercy of these people in power. Politicans will have to look at vested interest in everything that they do & if DC / SP do not budge to their hidden interests, they are transferred..!! Look, be watchful and analise what a status of affairs we have in our society that we live in. God save our city, state n country from corrupt leaders. God save the money that is being misused in the name of development. God save all tax payers whose money is misused by our ruling authorities..!!

    Today''s Article in Times of India wherein Santhosh Hegde Chief of Lok Ayukta says that it is better to Legalise Corruption than face the Problems of False Cases being filed by Bureaucrats against Lok Ayukta Officers. In the same way it is better that the IPS or IAS or IFS officers join Multi National Companies where they will get respect, authority and better pay with perks than face the interference of these corrupted leaders and govt servants. Time has come that People have to stand up supporting HOnest Officers and prevent their Transfers failing which Mangalore city will face more failures in infrastructure development and lot of Illegal Construction.
