Mangaluru: Shops occupy footpaths - Pedestrians forced to use roads

Daijiworld Media Network - Mangaluru (SP)

Mangaluru, Jul 15: It has been found that people who obtain permission to run their shops at various locations, then extend the stalls to the footpaths where they spread out their wares and do business. The number of such shops has proliferated particularly after the enforcement of the lockdown.

If the citizens park their vehicles by the roadsides for a few minutes, the police tow away the vehicles in the name of 'Operation Tiger.' Poor vendors selling their goods, fruits, vegetables etc in pushcarts by the roadside too are chased away. Because of these shops, people are made to walk on the roads even though footpaths exist.

Most of the shops occupying the footpaths are those where vegetables, fruits etc are sold. Instead of confining themselves to small spots for which they have obtained permission, they extend their shops with the help of sheets or tarpaulins. There are shops which are laid out till the edges of the main roads. In some places, even provision stores have been following similar tricks. Therefore their customers have to stand on the road to buy something.

Before the lockdown began, the city corporation's revenue officials had undertaken measures against such shops, penalised shop owners who have extended their shops, and evicted them. The action was mainly taken at places like Urwa Store, Pandeshwar etc. But during the lockdown period, no measures were taken as the items dealt with by these shops are treated as essentials.

The officials said that the operation will be resumed as everything is falling back to normal. They said that there is no permission to extend shops after getting permission only for a small room to conduct business city mayor, Premananda Shetty, said that complaints about selling goods on footpaths are being received, and the officials will be instructed to resume operations against such shops.

Our pedestrians are on roads (walking) and petty shopwalas on footfaths doing business in a bindaas way. nobody asks or evicts them. For our so called smart city its nothing but a black mark. For the shops already doing business the MCC staff go and asks for licence etc. Then why not for these petty business people. Moreover many jumbo cars seen parked on footpaths in front of hotels, bars, malls(Attavar). Then why spend crores of rupees for footpaths if pedestrians walk on roads? Who has to bell the cat?

Vendors mostly use footpath and parking to their business should be shunted. Some areas police with adjustment allow parking lots to street vendors. If you park they will fine you. But if ask they say it is duty of MCC.

Uniformed personnel should Stop hafta Vasooli from errant vendors. District administration under the leadership of the DC and Commissioner of police should Implement penalty system for shops encroaching public property. Strict laws should be put in place, be it MLA related shops or normal citizens. Jai Hind.

Footpath not only used by vendors, but also vehicles parked on footpath specially near wine shops, bars, hotels and also jewellery shops. Pedestrians are forced to use the roads risking their lives. Police should take note of this and penalize the vehicles parked on footpaths. Our footpaths are not scientifically designed, you find places were the road and footpath are on the same level and makes it easy for vehicles to park on the footpath, it's so dangerous for pedestrians.

Very well pointed out about the use of Footpaths. Pedestrians are getting accustomed to walk on the road as most of the footpaths are occupied by the vendors which can be seen at market areas like Kardri etc. Due to the vendors extending their stalls beyond the space that was allotted to them, the vehicles are being parked on the road as the space created for parking has been occupied. Neither the police or the City corporation is taking any action against this menace of encroaching the footpaths. Until and unless heavy fines are imposed, this will not stop. The elderly and the children are put in great danger of being over-run by oncoming vehicles due to this situation. Hope the authorities will wake up before all the footpaths are fully encroached.

All footpaths are not paved, there is a difference between footpath and pavement, even if a footpath is not paved it is still a footpath!! According to section no. 15 of road regulations 1989, and sections 3,5 39 of Motor Vehicles act 2017, and many other rules and acts "footpaths" are meant for walking, not for selling goods, parking or any other activities. Will some learned advocate file a PIL and see that this is implemented in the coastal districts.

Besides vendors, prime safe footpath space is taken up to install junction boxes and similar boxes of Telecom companies. Try to walk on the pavement outside of Radha Medicals at Bendorewell junction and you are greeted by a huge box in the middle of the pavement.... one is forced to step onto the road with extremely chaotic and high traffic density.

Due to smart city concept 50 % of parking space on road side has gone,. It’s strange to see 90% of vendors on foothpath are not locals .These vendors on road side charge very high rates than normal .Proper planing has to be done to control such vendors by concerned authorities
