World Bank Approves USD 350 million for Road Project in Karnataka

Washington, Mar 25 (PTI) : The World Bank has approved USD 350 million loan to accelerate the development of Karnataka's core road network through the Second Karnataka State Highway Improvement Project (KSHIP II).

The Government of Karnataka has identified about 25,000 km of the most important traffic corridors and designated them as the state's core road network.

The Second Karnataka State Highway Improvement Project (KSHIP II) will finance improvements in 1,231 km of roads into two lanes.

This Project follows the first USD 360 million Karnataka State Highway Improvement Project (KSHIP I) implemented from 2001 to 2007 which has improved and maintained 2,385 km of State Highways and Major District Roads.

Under this Project, while the share of state highways which are under good condition has increased from 5 per cent to 35 per cent, the travel time in key road corridors has decreased by 37 per cent.

"The acceleration of the road development programme and attention to road safety as envisaged in this project will help the state realise faster social and economic benefits and spur more investments," said Roberto Zagha, World Bank Country Director in India.

"This loan from the World Bank, we hope, will help the Government of Karnataka leverage private sector financing through economically viable Public Private Partnerships (PPP) in accelerating the development of their state highways," said Venu Rajamony, Joint Secretary, Department of Economic Affairs.

In a statement, the Bank said according to the latest road condition survey, 39 per cent of the core road network requires improvement to bring it into good or fair condition.

At the same time, vehicular traffic in the state has been rapidly growing at the rate of 10 to 15 percent per year in the last decade, the survey says.

Karnataka also accounts for 10 per cent of the total road accident cases in India.
The number of fatalities has increased by 55 per cent since 2000 to reach a rate of 140 per 100,000 vehicles in 2009 compared with rates like nine in the UK, 15 in USA and 70 in Brazil and China.

The high fatality rate in Karnataka is attributed to a lack of effective road safety management and enforcement system.

It is most encouraging to observe that The World Bank has approved USD 350 million for the development of roadways in Karnataka. Development and repair of roads is a very much felt need and the people of Karnataka have to thank The World Bank for their generous gesture. This will go a long way to help smooth flow of traffic indirectly helping industries too. However what is very important is the utmost need of The World Bank to have the roads built and rebuilt under their direct supervision as otherwise the precious investment will go down the drain and people who read these comments will know the reason.

I join scores of people in thanking the World Bank for coming forth with their generous offer.

This is another oppurtunity for our netas to pocket money.Who is going to monitor the work done by third grade contractors.Which hihways are earmarked for the maitenance & widening. This loan is not free.Tax payers money will be utilised for repayment with interest, whereas I am sure 90% of the total amount will be eaten up by our corrupt politicians.

Even if they do some patch up work, mixing dust it will not long last after one rain fall. What about the previous loans,& how they have been utilised,& who pockted the rest.Instead of world bank loan, why cant our netas & millioner businessmen of our state contribute for this cause.

Some time back I read through Daiji world that Asian Development Bank, has commited similar amount for the development of our Mangalore Coast.Where we reached in this scheme.Whether the loan already reveived & pocketed without our knowledge.

it is good for karnataka but how good are our contractors and most of these contract companies are owned by politcians and have no intent to really do a good job and unless we penalise contractors for accidents caused due to bad road conditions i dont think we will see much progress !!!as usual we will redoing the same roads every year...

Road is vital means of transport in Karnataka/India need to looked in to to motorable with consistency maint. In Karnataka the conditions of SH and NH not up to the std and therefore need to modernise for which money is a constraint. It is good news WB took up the matter agreed to finance the vital project.Again here also corruption is a concern and should be checked while commissioning the projects.

I don't know why we are approching W Bank while we are having Janardhana Reddy (T.Minister)with so much of Dollars hoarding in him. However, off late he has scraped 35000 crores of BRAHMINI STEEL INDUSTRY which he signed with Govt of Karanataka in GIM.
