Subramanian Swamy urges Modi govt to abolish income tax


Bengaluru, Nov 17 (DHNS) :  BJP leader and economist Subramanian Swamy on Sunday said that the income tax be abolished as an immediate solution, in a bid to improve the ‘dismal’ state of India’s economy.

Interacting with delegates at an event of the Federation of Karnataka Chambers of Commerce and Industry themed, ‘Challenges in Rebooting the Indian Economy here, Swamy said, “In order to reboot the economy, somewhere we will have to do a bit of bloodletting... In my opinion, the most immediate thing, right now, is to abolish income tax, following which, a lot of people will heave a sigh a relief.”

Adding that though one might feel that the Rs 2-lakh crore revenue generated out of I-T might be affected by the move, Swamy went on to quip, “One auction of 2G spectrum will cover for it, besides the coal block auction generating Rs 11 lakh crore, and the black money from the country saved in Swiss banks to the tune of Rs 120 lakh crore, which is twice the I-T revenue itself.” The statement is in reference to the number of scams committed during the previous government.

Swamy suggested a multipronged approach in order to reboot the economy, with special emphasis on agriculture. “Agriculture represents our best potential, since we have suitable climate to farm 12 months of the year. We can grow three crops a year. We must modernise and ‘globalise’ agriculture, and turn it into our exporting sector,” he said, adding that the linking of India’s rivers, and creating a water grid will help in equitably distributing water resources.

The country’s economy grew at 8.4 per cent in 2003-04, which slumped to 4.8 per cent in 2013-14. Swamy said, “Our youth must be given the best education and manufacturing must be boosted, since it provides employment to many of India’s semi-skilled workforce... I am very optimistic about the country growing at 10 per cent.”

    People who are against the idea are looking at the statement superficially. It is always better to tax expenditure rather than income, so the income tax can be replaced by expenditure tax like a x% tax on every item bought from market OR to compensate loss of amount from income tax a transaction tax can be introduced, where a amount credited in bank is deducted at x%, (above a certain limit like say 2.50Lacs ie lowest income tax slab) therefore no need to file tax returns, no bribes, no administrative costs, no lafda. No Vodafone tax cases. Latest: Shell’s billion dollar legal victory signals the welcome end of tax terrorism in India . Had there been provision for transaction tax a mjor amount could have been in govt coffers instead of loosing it. A great way to end tax terrorism. More power to you Dr.Swamy ...

    Abolish the income tax is only the solution to prevent the black money in this country because black money is playing in india nearly 10000 times where govt. not getting a single praise.
    If we abolish the income tax we are to attract more foreign investment as because we are highly populash country our F.M.C.G port folio is large in quantities compare with the other countries.
    if its not happen at one shot govt should start to work at least in this line.
    We have seen in the world that the countries have no income tax are becoming reaches.
    our biggest assets is that we are 130 crore.
    Our expenditure is much high in compare with the other countries we can attract all class of manufacturer to manufacture in India.
    our increased spending will spur the economy into providing goods & services which will increase the demand & companies will increase their production giving more employment opportunities with more investment, while government gets more by way of VAT, Excise & service taxes.
    I do have one suggestion. All the money transaction should be done through electronically. A minimum % tax to be imposed on each transaction. Abolish all other taxes.we should abolish big currency notes, it will be difficult to carry small notes for bribing or money laundering that types of Change is required to change our system.

    DR Swamy spoke the truth.There is nothing wrong in it.Our Ex Finance Minister had introduced Service Tax which is his brain child as no other countries seems enacted it.Due to this Introduction of New Tax in all services both export and import and domestic services Prices of commodities had been sky rocketed another Baby was VAT .Customers had to face lot.Prices had soar.In 1994 when I Bought oil and Pulses and Food grains at a cheaper rates had become triple due to these taxes.In old cinimas we can see a king used to enjoy Lot by taxing new taxes on Public.Our Ex FM also did same thing the end result More corruption,Foreign trips by Government officials and their famalies.Revised pension and salaries for Government Officials,More Luxurious Cars for all So called Public servants.But no medical facilities for poor ,Decreace in Living standards ,,bad roads pay more and take less from shops.No savings at last.These are all due to Higher Tax Regime in India.Need of Hour is reduction In income tax rates.Increase in Exemption Limits and Reduction in service tax and VAT and Fast Intoduction of GST

    Yes idea is naive.Be linked with adhar card,so first get the adhar for each one. ther is juglary in existing Gov. system.For instance,A person having 10 lac FD( whole life saving) ,but no other source of income, even senior citizen having no transaction but paying tax for every day life,is liable for tax deduction. Then in the end u have to file Tax return ,having no facility of filing, then look for CA do the job. & pay for it. When Govt. is charging Tax at each point,by others as processing fee including banks then why Income tax.?At least it shuold be considered for employee and dependents,. Govt has no system to fix/regulate the prices for all cmmodities. Hence common people are crushed now.

    I fail to understand Mr. Swamys’ logic and wonder which country (except the oil rich Gulf States), can survive without levying income tax.

    What we lack is proper utilization of the revenues collected. We find that much of it is used to provide facilities to those in power. A case in point is the latest news of Baba Ramdhev provided with Z type security at cost of the tax payer.

    What Swamy said is true there are many areas and ventures available for Government to improve system.Income tax Revenue is mearly 3% net after Administration Expenditure of Department .If abolish Income tax Total saving will be 76%.Most of our Black Money is due earlier Tax System.If Income tax is abolished you can have very High Investments which will provide very High Growth.Why People say Finance Hub is Hongkong/China/Singapore Because Tax is very Low.In average Indians Pay 85% Tax either directly or Indirectly to feed Administration of Ministers,Governers, and Government officials .If we abolish Income tax and service tax India is free from 40% of corruption.Mr Swamy's View and suggestion is truly correct all Economists and Citizens will come this Best Idea.I feel His Idea is excellent If We cannot abolish Income tax altogether we scrap Capital gains Tax/Reduce maximum 15% tax for both Indviduals and corporate.Introduce transaction tax at 1% in all levels.

    I fully agree with Dr Swamy and Mr. Ravi Gopal. Rather than waste manpower and money on IT which forms a very small % of revenue, govt. can think of levying transaction tax on all transactions. Also, all transactions to be carried out through Bank (debit card, net banking, cheque etc.) which will ensure no black money. Removal of IT will encourage people to spend more and business people and traders will not find it necessary to have 2 accounts - one for govt. and one real.

Quite a bone of contention for Swamy is not being in the ministry of current government and for this reason, promotes schemes which are not practical.     Even rich developed countries levy taxes on citizens as well as on immigrants. Totally abolishing income tax on individuals could make the rich richer, more money with the rich can result in inflation and can further induce them to stash money, saved from taxation, in foreign banks. It will also result in greater budget deficits. Of course a rise on the present ceiling on income tax will indeed be a great boon to the middle class.

    Total income tax from individuals estimated for 2014-15 is 2.84 lakh cr (Income tax on corporates is about 6 lakh cr). Okay he speaks only individuals tax, then how he says the black money which is 120 lakh cr (Two trillion dollars) is twice of income tax itself ? I can not understand this, whether printing mistake or he actually said so.

    Being from Taxation background I do somewhat agree with Mr. Swamy. The taxation system is implemented to aid the Govt. in finance for various key sectors. Developed countries have transparent taxation system. Whatever Individuals pay tax will get back in the form of Free medical facilities, good roads, better public transport etc.

    But the situation is totally different in India. Low and middle class people bear ultimate burden of taxation. Even after tax been collected its not been put into use economically. What we have today is poor public transport, expensive education, inadequate health facilities etc.

    I do have one suggestion. All the money transaction should be done through electronically. A minimum % tax to be imposed on each transaction. Abolish all other taxes. Abolish all currency notes Rs 500 and above. When we abolish big curency notes, it will be difficult to carry small notes for bribing or money laundring. Change is required to change our system.

    See, this is why education is required.. well said, Ivan! ... scotlnad pays 70% tax and so ar efew european coutnries which have higher tax slabs, but they get all basic necessities free and have a very good living condition, so much so that even if u r jobless, u will get allowance! brilliant..

    India, it is difficult..cos if u dsitribute anything in free, mulpa Tarpal, shamiyaana paad-d kullu va jana, tent la att!...

    Basically i pay high tax here, and I never felt doing so, let me be honest! cos, the roads are pathetic... the drinking water costs me money.. the petrol was not cheaper... the inflation was unbearable, infact higher than the lending rate and interest rate or my annual hike rate!:D .. my kids are studying in schools where fees is astronomical.. there is absolutely nothing I get in return!...

    Multa dongi congi-leg undu poora yaapa artha aavare? they r in rehtoric and usual rant cos "OMG, SWAMY said SOMETHING- Lets pounce on him"!

    btw, having said this, even if Swamy is FM, this point will not be implemented... it would take years to implement it.. cos we have "DIRECT TAXATION SYSTEM. which is in cold staograge for so many years, cos Pranab or Chidu had cold feet implementing it..

    lets see what Jaitely does.. he is now free and can concentrate on just FM and unitl Feb can focus and think about reforms...

    There is huge difference in spelling between SCOTLNAD( as you wrote it!) and Netherlands. Even if you meant Netherlands the income tax is not as much you mentioned.     Baba Ramadev had proposed abolition of currency notes of higher denominations and Income Tax and BJP Vision 2015 proposes a flat banking transaction tax of 2%. Swamy and Nitin Gadkari are the main proponents of this vision. But in India 80% of financial transaction take place in cash, only 20% by bank. How long will it take for the entire country to go electronic is anybody’s guess.

    what is wrong..? I mean, yes, we are a democracy in its nascent stage! but Income tax forms just a 2% of our Budget revenue! there are other avenues, to get this amount! .. infact auctioning natural resources is also one such...

    but this thought is Utopian, cos here businessmen are not honest and they levy extra burden on end user! and get in bad nexus with politicians and loot nat resources, as we have seen in coal, 2g, mines etc!...

    anyways, in few years, this should be a big point of discussion, cos whatever Swamy says, it takes years, for the country to realise it!...

    Just see, he said, KGB hand,ISI nexus, lethal poison, on Sunanda Pushkar on the second day.. now after 10 months, it seems true!

    Government SPENDS most of the collection of Income Tax on the Salaries & buildings of that department.
    By abolishing Income Tax they can increase the household Income which most likely will get channelized into Deposits or buying of properties or vehicles including consumer goods by the exempted people.
    The increased spending will spur the economy into providing goods & services which will increase the demand & companies will increase their production giving more employment opportunities with more investment, while government gets more by way of VAT, Excise & service taxes.
    The money mopped up now is no longer invested in Infrastructure as its not sufficient to pay the increasing non hardworking "babus", politicians who enjoy Royal Lifestyle & freebies & subsidies which now are getting priorities as vote bank investments.
    Swaminathan Aiyar had written about the abolition of Income Tax 25 years back with the above examples.
    Solution is cut government jobs in non performing sectors, streamline overstaffed government sectors & departments.
    Mop up more revenue through more buying power of people so freed from clutches of Tax Department.
    Subramaniam here reflecting "Swaminomics", which needs a look. But I T Department won't let this so that their JOB SECURITY will not be compromised.

    We don't think corruption was at peak in 1977, Black money might have started accumulating, as our economy was not that's much good what we have now even after corruption. Instead of abolishing Income tax, its better not to impose tax on senior citizen, retired personnel,physically disabled person. and they can increase the limit, so that middle and low income group get no tax benefit

    yes, I do agree. It will be a major relief for the middle class people. Below poverty people doen't need to pay and the high profile people know how to escape and it's only a burden on the middle class people and also who pay it prmptly. when so many thousands and lakhs of crores of money is stuck on these scams, get those money and eliminate the major burden of a middle class person which is IT. They ahve thousands of crores of money stuck in their illegal accounts. freeze them and make it as country's money. That solves.

    Anna, Swamy lena mittda nanjid daaye rail budpaar..?? it was Haribhai Patel who was FM in Morarji govt and Swamy was a mere youngster at that time....! he has got ministry only for a brief period in chandrashekhar govt (commerce ministry) and he dismantled the Soviet model and set foundation for liberation of economy! ....     Our country run by contribution by middle class people/salaried people who pay IT correctly/regulary.Even retired people/senior citizen too pay tax que up at tax payment counter promptly.So country is running so far.Time has come up to liberate these class from the chunk of IT payment.To begin with first,IT should be abolished for Sr citizens,retired people,who live with megere pension/bank deposit interest inclusive of upto 5 lakhs.there must be new look towards bank deposits including SB account.SB a/c needs to be totally freed from interest on TDS ambit to promote house hold savings/CASA.

    Good suggestion by Dr Swamy. Govt should give a sigh of relief for the prompt tax payers, the middle class. The only salaried people paying tax sincerely. Even in my opinion Govt should abolish income tax which can be covered by other resources which we have plenty. Utilise the resources wisely like Coal,Mining, 2G, etc. Don't allow looters to loot.
