Mangalore : Minority community complains of Police Excesses at Meeting

Mangalore, Jan 7 (The Hindu): Allegations of police atrocities were made at a meeting organised by the Karnataka State Minorities Commission on Thursday to create awareness about government schemes for minority communities.



 

District in-charge Minister J. Krishna Palemar attended the meeting.

Anitha, a participant, told the commission that on December 30 officers from the District Crime Intelligence Bureau (DCIB) barged into her house in Bantwal at 2 a.m. and arrested her husband, Roshan Mane.

According to her, the policemen assaulted her aged father-in-law during the raid, leading to his death. The police allegedly pushed Anitha, who was pregnant, to the floor.

Anitha claimed that her husband was the victim of personal vendetta on the part of a DCIB Inspector. “For a few days before the raid, he used to call and threaten my husband that he would kill him in a fake encounter,” she said.

When the commission asked Additional Superintendent of Police R. Ramesh to respond to these allegations, he initially said that the arrest had been made as per procedure and that there were more than 10 cases against Mane.
When the commission members asked Ramesh to name the cases, he failed to do so. However, he retracted his statement after the public expressed strong dissatisfaction over his response. Several participants said that this was not the first time that the DCIB officers had targeted the minority community. Finally, Ramesh said, “We will not defend any police officer found to be guilty.”

Participants said that the inter-community peace committees had become the hegemony of a group of politically aligned and influential persons.

“These committees, which meet to sort out communal disputes, have not been re-constituted for several years,” said a participant. The participants alleged that they were being harassed by the police whenever they applied for passports and by officials at the employment exchange. Many students alleged that some officers in a few nationalised banks harassed them when they sought education loans. Participants demanded that the income limit for granting loans to start small businesses be increased to at least Rs. 1 lakh.

No transparency

A participant said that there was no transparency in awarding scholarships to meritorious students from minority communities. “I have sent scholarship applications of 16 boys and girls on July 12, 2009. They have all scored above 80 per cent marks. But none of them have received the scholarship yet,” he said.

A nun from a missionary-run school demanded that the minority government-aided institutions be given same maintenance grants as government schools. The present teacher-student ratio in minority aided institutions be improved.

“The present norm is one teacher for every 40 students. This should be changed to 1:25,” she said.

    The Govt. or the minority commission in each district HQ should appoint a prosecutor to protect from abuse and misuse of the minorities like arresting & torturing their youths without warrant by the police affiliated to Sangh Parivar and slapping false cases against them in the court of law.

    Dear Anita, Do not worry. God is not blind, even though police personnel thinks they are above law and God. Time will come in their life they have to be answerable to god during their life time. When they are in agony God will reveal the truth, what you have done to others YOU ARE GOING THRU. This is the law of nature. What you do behind you will get it back in the same measure. All Govt. officials must know this truth.

    I agree with walter cyril pinto,my hunble request with government and district incharge ministers and district police higher officers,forget about the aid and benefits of government,please atleast give protection against false raid,arrest and false FIR and cell torture.This is the main problem facing by minorities

    Discrimination on the basis of religion,caste,creed not at all acceptable.Mr Palemar- District in -charge minister, pls look in to the matter and kindly do needful.Whatever issues discussed in the meeting should be implemented and followed up.slapping aged and knocking pregnant women were in human and actions wiil be taken against erroring police officers.

    The minority commission chairman & members,are making an earnest effort and I urge them to take up the matters with the CM at appropriate level. Law and order problems are never given any importance at District level Meetings. The 4 Dsitrict Review meetings of PM's 15 point Progm,at udupi, in the last 18 months the SP was not present even once. The concerns raised during the meetings are not even recorded, leave alone be addressed. I request the community members and leaders to forward complaints to the concerned Depts and the Commission, in writing & email. The % of implementation is very very low. Schemes for which there is response there is lack of will & Funds allocation, such as incentives for education, Arivu loans etc. The schemes which are not at all needed like shadi Mahal are marketed with vigour, sanctioned but funds not released for years. Priority is education, professional training and Law & Order to promote confidence to lead a normal life. Let us not forget, taking up the issues collectively, persuing the same tirelessly, will only yield some positive results. Udupi Zilla Alpa Sankhyathara Vedike Regd. is doing the same for the past decade & achieved small success,needs support from Minority institutions NGO's, & need to promote similar Organistions in Mangalore and other Districts, to persue just causes of Minorities and down trodden of all communities.
