And Now More MLAs Get Ready for 'Study Tour'


Bangalore, Sep 6 (DHNS) : Chief Minister Jagadish Shettar may have instructed a team of MLAs currently on a foreign junket to cut short their trip and return at the earliest.

But another set of 13 legislators is most likely to go ahead with its scheduled tour abroad.

Official sources said none of the members of the team presently on tour was in touch with the Assembly secretariat and as a result, the chief minister’s directive might not have reached them.

The MLAs, all members of the Legislative Assembly Committee for Public Undertaking, are touring South American countries, including Brazil, Argentina and Peru, and they are scheduled to return on September 17.

The “study” tour, at a time when severe drought has gripped the State, has drawn severe criticism from all quarters. The government has declared almost the entire State (157 taluks of the total 176) drought-affected.

Other panels in limbo

Members of two other panels – the Committee on Papers Laid and the Committee on Petitions – scheduled to go on a junket on September 23, are in limbo following criticism in the media and Shettar’s statement in the public.

The committee members have already finalised their itinerary and some of them have also booked the flight tickets, sources said.

Both the committees are headed by Deputy Speaker Yogeesh Bhat and hence, they have planned to jointly tour the US, Canada, Dubai, Moscow, Finland, Sweden, Norway, Denmark, Israel and Egypt, and return to Bangalore on October 14.

Sources said the members of these committees were now divided in their opinion on the junket. While some want the tour postponed, others are ready to go ahead, defying the chief minister’s directive.

But a majority of the MLAs are unwilling to postpone the tour. This is because they have paid for air tickets for their spouses as well.

If the tour is postponed, they will end up losing a lot of money, sources said.

Suresh Gowda, BJP MLA and chairperson of the Sub-ordination Committee of the Legislature, said though he had decided not to travel abroad, he would take a final decision on Thursday.

“Last time I cancelled my tickets for a tour of Europe and lost about Rs nine lakh. The travel agency is yet to return my money because the tickets were cancelled at the last minute.

But this time, I have not bought the tickets or paid the visa fee. I plan to go on a private trip to Israel to study drip irrigation along with some,” he said.

Each MLA is entitled to spend up to Rs 6 lakh for a trip abroad.

When contacted, Bhat said he cannot take a unilateral decision on cancelling the tour. “I am aware of the chief minister’s advice. The committee member will meet shortly and take a decision,” he said.

Flip-flop by Speaker

Speaker K G Bopaiah’s volte-face on the MLAs’ foreign tour has put the officials of the Assembly secretariat in a fix over their tour plans.

Bopaiah, sources said, had on August 17 circulated a note to all the legislative committees directing them to postpone the tour plans for two months in view of the drought.

He, however, approved on August 21 the tour plans of the Committee on Papers Laid and the Committee on Petitions.

The Speaker has reportedly given oral instructions to all the committees to defer their tour plans by two months.

“The chief minister’s decision is final. No MLA will go on foreign tour,” he told reporters.

    Indian people complained about western culture now why BJP leader visiting western nations to learn what? Hope all of them convert to Christianity and go back with peace and teach those who realy troubled with mind and soul how to behave the way western nation do. Looking at people here first and foremost these MLA will learn how to respect, treat people equally, freedom of religion, freedom of speech, freedom of life, freedom of women, freedom of kids which are the basic things they will learn from western nations to be successful in day to day's life.Once these unpad MLA qualifies will learn how to tackLe social problem, corruption issues etc. Once the basic learned then go head for the bigger issues MLA. International level you guys are still kids and may be these western leaders will laugh at your lack of knowledge in transparent politics.

    Very serious issues of politicians of three major political parties of Karnataka are on a pleasure trip visiting semi-nude beaches, ice-capped mountains and shopping malls on Tax payers’ expense. If that is not enough, one more batch of Jokers is getting ready to go to China and Eastern destinations. I request the Supreme Court to take action against these jokers, if not, the public will arise and ask for RTI and flood with hundreds of PIL to dismiss all of them from their respective parties. They should also make to bear the expenses of the trip and their one month’s salary should be sent to the drought hit area of these MLAs.
    The Central Govt, the Opposition jokers and their corrupt bureaucrats are looting public wealth in lakhs of Crores and the world is laughing at us. The GDP is ping by the days due to misuse of power by the Centre and the State. If this is not checked, the economy of India will go for dogs and the future of our children is very uncertain. For our pleasure and greed, we have even polluted and destroyed the air, water and environment of our future generation to come.
    We all need to seriously address the present state of turmoil, scams and misappropriation of public wealth by the corrupt and dirty politicians. The farmers and the rural Indians are becoming poorer and poorer whereas our ministers, MPs and MLAs are only getting richer by the year. The most meteoric rise was of our parliamentary affairs minister Rajeev Shukla, whose wealth increased to 76% from Rs. 16.56 Crores, from last year to Rs. 29.25 Crores this year and still he owns and drives a 2003 model Hyundai Ascent car. What an eye wash?

    In the modern Era where we speak a lot of Globalization, every institute imparts foreign training with the "Give and take policy" expecting the best of results out of the amount spent.
    Each MLA is entitled to spend upto RS.6 lacks for a trip abroad(as written in the above article).None of us would be ready to miss such an opportunity given.
    First batch has already left.It is a foolishness to call them back. On their return as per schedule, screen the Knowledge acquired by them and how it is applied for the development of the State and benefit of the general public, Cos these expenses are spent out of the taxes and revenues collected from the general public.
    In our personal life we schedule our programs depending upon the circumstances and situations arising.So,before permitting the 2nd batch the situations of the state should be taken into consideration.At this crucial juncture where the State is facing umpteen no. of problems the CM has taken a wise decision.

What study tour they have to conduct only in European countries, American sub continent, Russia, Japan etc.. that too with their families? Why they can't publically accept that they are going for a vacation with their families that too the cost of our hard earned (Tax payers) money..Do you think after seeing the development over there even 1% they are going to implement in Karnataka. By the time they come back it is a election time and they know very well that they don't have a slim chance to win from their respective constituencies?.     Inspite of advising not to go to foreign countries by MLAs, by our CM, they have gone to South America. I do not know what they are studying in South America? Last time some of our MLAs had visited to China to study the road there. But the position of Indian roads is deteriolrating day by day. What is the use of their visit to China.     I am glad our MLA's are coming to DUBAI. Please visit DUBAI COURTS/JAILS/Police department. In Dubai any case our Police will investigate the matter properly without interferences of any Political parties and present the culprits to the Dubai courts. And the court will punish them within 1 or 2 sittings i.e. 1 month. I have seen even the culprits’ are happy in Dubai Jails. Once Dubai Government gave them option to Indian Jail and finish their remaining Jail term in Indian Jail and most of the Indians refused to go to India, because of ill-treatment even in Indian Jails.
    The second case I want to bring to the notice that is During Ayodya Some of Muslims attacked Indian i.e. Schools/and Hindu temple in Dubai. The Government immediately arrested those Muslims who created problem and they paid the money to Temple/school to repair the damage.
    Please study such cases and implement in India.

    Best thing is to complete this ongoing tour which is already approved and paid for. Next batch should be stopped if they want. Whether MLAS make use of this tour is upto their concience and government responsibilty. Its shettar stupidity to stop a ongoing tour since tour arrangements and expenses are already paid and these mlas are already abroad!. Shettar has created unwanted confusion and more waste of time. Total failure of government decisions. There are 2 CMS Yeddi and Shettar thats why decisions get changed now and then.

    These MLA's will go abroad, happily drink alcohol, eat beef dishes there and stare at all the beautiful, white women behind sunglasses (especially in brazil and argentian) and then come back and once again become devout human beings in bangalore....what to do, we are like this only!
