Yettinahole project renamed to avail Central funds


Bangalore, Jun 3 (DHNS): The State government has designated Yettinahole project as Yettinahole Integrated Drinking Water Scheme in order to avail funding from the Central schemes and extrernal lending agencies such as the Asian Development Bank, World Bank and Japan International Cooperation Agency, Water Resources Minister M B Patil said on Monday.

Speaking to reporters, he said the government was planning to raise about Rs 7,800 crore for the project from various sources, including external lending agencies.

The full-fledged work on the project, foundation for which was laid just before the recently concluded parliamentary elections, will start in about two weeks, he added.

The project envisages supply of water to the parched districts of Chikkaballapur, Kolar, Bangalore Rural, Bangalore Urban, Ramanagar and Tumkur.

The government is also planning to fill up lakes in these districts for drinking water purpose.

About 24 tmc ft of water will be drawn from Yettinahole, a tributary of River Nethravathy. The project is estimated to cost about Rs 10,000 crore.

However, it has met with a lot of opposition from people of Dakshina Kannada district where it is feared that Nethravathy river would dry up if the project is implemented. The river is the lifeline for the people of the district.

Patil further said Chief Minister Siddaramaiah will soon convene a meeting of elected repersentatives from Dakshina Kannada and various other stakeholders to discuss the project. Efforts will be made to clear all their doubts on the project, he added.

On doubts raised on the yield of the project, the minister said the National Institute of Hydrology has confirmed that the yield of 23.76 tmc once it is implemented.

The government has sought the opinion of Urban Development and Rural Development and Panchayat Raj departments on modifying the project’s feasibility report, he added.


Water for Hubli-Dharwad

He said the government was planning to seek the permission of Mahadayi Water Disputes Tribunal to make use of 7.64 tmc ft of Mahadayi water for drinking water purpose.

The then government in 2006 had filed an affidavit before the Tribunal that water will not be diverted. So the permission is necessary, he added.

He said the new states of Telangana and Seemandhra will not lead to any problem as far as utilisation of Krishna river water is concerned.

The two states will have to share whatever has been allotted to the erstwhile undivided Andhra Pradesh, he said.

He said the head of the legal team representing the State's river water-sharing issues in the Supreme Court, Fali S Nariman, has arrived in Bangalore on a private visit.

A meeting will be held with him to discuss various legal issues in a day or two, he added.

    Amount of water diverted is negligible. But as it involves extensive civil works in the sensitive ghats area the environmental damage is huge.

    Besides the cost is too much. With that amount of money local (I mean in Kolar, Chikkaballapur, etc. which still get about 1000mm rain) water harvesting schemes can be taken up which will be much more effective. Basically somebody wants to make a killing using this project. Must be stopped at all costs.

    Sub ka sath sub kas vikas. Jai ho bjp. Providing water for people to drink in rainy days from netravati as the river dries up after monsoon. Good development to get back the money spent during election by the peoples representatives.After five years people will vote for congress.This because people cant think beyond that.

    I agree with Amith. As long as there is assurance that only the water during Jun-Sep is diverted, there is scope to divert even more. Unfortunately DK gets all it's bountiful rain in 4 months and it drains to the sea whereas rest of the year there is shortage. The western ghats slope all the way to the sea leaving very little room for natural lakes unlike other flat regions. The solution to our water problems is to ensure we build small check dams and save the water and let it recharge ground water. Unfortunately it has become fashionable to drill borewells rather than build check dams like our wise forefathers did.

    Renaming project to avail funds? there is hidden agenda. This is misuse of funds and illegal, the project is for money making, not drinking water purpose. Drinking water is available everywhere, Aquafina, Bisleri, Railneer etc.

    To my knowledge, most of the rivers run down to a trickle during summer and whatever little water flows is barely enough to feed the crops on either banks and sustain the fish. what you see down stream is basically high tide water which is brakish and no good.

    Lydia Lobo - Netravati Water is not being taken to Hubli through Ettinahole.
    Only Mahadevi river water is proposed to be taken to Hubli but Goa is playing a big villain.

    No, Ettinahole project water will not be given to Hubli-Dharwad as you said.

    Pl read this news again. It is the Mahadayi river water that is proposed to be utilized for Hubli Dharwad(called as Mandovi river in GOA) and Goa govt has raised objection to it. Hence this proposal is dragging since decades and Hubli-Dharwad is not getting sufficient drinking water due to selfishness of Goa. The Goa state also allows Mandovi water to be poured into sea instead of giving it to Hubli-Dharwad.

    If the drinking water is not given to the other kannadigas, then no one will pardon us.
    Having said this, government must ensure this drinking water distribution to others will take place only during rainy season. Le the benificiaries fill up their pond, reservoir etc.
    Giving water to others when we have scarcity in summer is NOT ACCEPTABLE

    Does anyone understand how much water flows into the ocean every minute ? there is nothing wrong in using this water to supply drinking water to people , the course of the river is not being diverted only water is pumped out to supply other regions . drinking water is a basic right of every citizen

    You have raised a very intelligent question i.e. 'what is use of pouring water into the ocean'.

    Now, please take the pain of answering, 'when there is Tunga-Bhadra dam located right at Chitradurga, why Hubly/Dharwad requires supply of water from a river that is flows through SK' ?

    Nevertheless, you may be knowing that Netravati does no other job than refilling the ocean, irrelevant to the fact that it has a dam built across it for supplying water to Mangalore (regardless to what purpose) besides being the life-vein of farms on its banks.

    It will be a real shame if people of Beltangady, Bantwal, Puttur will fail in stopping this project as they did while a dam was being built, because they were fooled by assurances that dam will help in containing floods and water will be released in summer to support their crops. They were fooled because the water was smuggled directly to an Oil Company leaving all those hoped for better days, in devastation.

    Dear Lydia,

    Netravathi does not originate from belthangady or any other place in DK it just flows through it ,as per your point then cauvery should be only for coorg region and they should not allow it to flow to any other place , rivers are natures gifts to man kind we need to survive with sharing and not by trying to own nature . I always think that we dont own land , we just borrow it from mother nature for future generations

    Diverting our water and catering it for drinking is fine, but can we draw a line there? where is the guarantee that this will not be extended for other purposes, what is the guarantee that even other district people wont start demanding water from Nethravathi? that is exactly what happened with tamilnadu, and if ever the netravathi water is diverted same fate is waiting for us.

    Water may be drawn for drinking purposes only but in no way should Nethravathi or any of its tributaries be diverted. This will be detrimental to the environment and ecological balance in the region. Instead of venturing into hazardous projects involving river diversion and spending crores, why can’t they draw up schemes to gather and store rainwater during monsoon using modern technology?

    The Peoples representatives should at least be able to convince the govt. that scheme should be such that only 5 TMC water is drawn in the first year and then increased every year only if there is no effect on DK as claimed by Govt.. Once DK has a problem, less water should be drawn next year.
