Mangalore: Bus owners cannot revise fares without RTO's approval: DC

Mangalore, Jun 3: "Bus owners cannot revise fares as and when they want. Bus fares can be revised only after notification and approval from the RTO. The final discussion on increase in bus fares will be officially notified within 3 days after a detailed discussion with the officials concerned," said deputy commissioner A B Ibrahim.

He was presiding over a meeting of the officials of Regional Transport Authority, bus owners and the public here on Tuesday June 3.

The DC also ordered installation of computerized ticket issuing machines on all city, rural and service buses before July end.

Various issues were discussed in the meeting by both bus owners' associations and the public. Rajavarma Balla, the presdient of Canara Bus Owners' Association explained with facts and figures as to why the bus fare needed to be hiked.

"Bus fares should be hiked due to the increase in diesel price, spare parts and other expenses and maintenance cost. Also, there is a notification that the private buses are liable to increase the fare if the KSRTC increases its fare," he contended.

"While the base fare, that is, Rs 7 will remain the same, the association has decided to increase the total fare by 8 to 10%," he added.

Nooji Balakrishna Rao argued that the bus owners have already increased the fares without even discussing with the authorities. In response, the DC urged the bus owners association not to hike the fares until the official notification is issued.

DYFI leader Imtiaz complained that rules regarding issual of tickets are not being followed by the buses. "The authority concerned must take appropriate action against the same. Also, if the bus owners are finding it hard to operate the buses, they should give up and allow the KSRTC buses to run," he said.

Hanumanth Kamath of Nagarika Hitharakshana complained that there are no emergency exit doors in city buses and also that the contract carriage buses have been violating the rules.

"Bus fare hike is fine but it has to be done as per regulations and rules and not as and when the bus owners want. A notification has to be first issued by the RTO and the administration. The rules have to be revised and KSTRC buses should be asked to operate wherever required," he urged.

Jeevan Kuthar of SFI said the buses never stop if only school children are waiting at a bus stop. "Also the fare hike at the start of the academic year will add to the burden of parents, as along with school fees and other expenses, they will have to shell out more for transport," he said.

In response, Ballal said RFID cards will be introduced for students, thus replacing the old bus passes, which will help in resolving such problems.

When the officials urged the public to complain if there was any violation in collection of fare or other rules, Hanumath Kamath said the address of the complainant should not be mentioned in the complaint letter, as it may pose a risk. Taking serious note of this issue, district SP Dr Sharanappa directed the officials to keep the names of the complainant highly confidential and respond to the complaints quickly and take apppropriate action.

    It is high time that initiative is taken to start an intracity transport service in Mangluru on the lines of BEST in Mumbai, which works in a very professional manner!! All the standards set by the authorities are adhered to bus bodies and technicals, drivers are trained professionally and not over worked, special front entry for sr. citizens, sick, and pregnant ladies, bus tracking, CCTV cameras, etc. plus it is very economical the routes are designed in such a way that a person can easily go from one part of the city to another by various connecting routes!!!

    Bus owners facing losses not because of increase in Petrol/diesel rates, its because of their own staffs. Most times we are not getting tickets even after payment, means this money directly into driver/conductor's pocket.

    Our Present Fishing Minister is having 25 buses running from Mudabidri to various destinations. A former Central Minister from Karkala is also having his own Bus company. When they have their own Party ruling in Karnataka will they agree for NOT increasing the bus fare in DK/Udupi ?

    Abdul Reheman Siddaapur: please note that the Road Tax in Karnataka is the highest in entire India.
    In Gujarat Road Tax is just 6% of the cost of Vehicle, whereas in Karnataka it is more than 13% , which is highest in the country !!! Why So ???
    Inspite of such a high Road tax the State Highways are worst in Karnataka as compared to other neighboring States.

    Service in Mangalore-Moodabidri-Karkala is worst following reasons:
    - There are no sufficient buses during the peak period. More than 150 passengers are taken at Kaikamba-Mangalore stretch.
    - due to overcapacity time taken for Karkala-Mangalore Journey is 1 hr 45 minutes as against 1 hr 20 minutes.
    - Due late running of buses, some conductors are skipping certai important stops like RTO and passengers are made alight at final point. (If customer complaint, there is rude reply by conductor 'bethe bussad pole')
    Hence, RTO should allow KSRTC basses to ply in this sector.

    Excellent commentary on condemned and poor service by private operators who are dreaming to become super rich by overnight Whether RTO/Govt sleeping ?. There should be healthy competition between govt and Private Buses. Bus service from Puttur to Mangalore is reasonably good because because of KSRTC buses, why cant you introduce same thing in other routes ?

    who cares for the rules when nobody enforces the law. speed limit is 30 km in front of RTO,but buses runs at more than 60 KM speed. City buses stop for only 4 seconds at stop and don't care for aged and sick.

    It is good to call for a meeting before unilateral decisions are taken by Bus Owners to hike the fares.

    More than that is is extremely important that buses follow traffic rules and do not endanger the precious lives of people. Apart from the rules enumerated by one of the readers ie Amith from Udupi it expedient that strict control is maintained with regard to parallel parking. That apart no bus should be allowed to take passengers other than the designated bus halts. The worst offenses are committed on light house hill near Lobo Prabhu Court and also on bunts hostel road near Bata Shop.

    Hope the D.C. and law enforcement people will ensure that the suggestions made by the public are given adequate attention.

    The authorities should strictly ensure that these private buses are monitored and at least ensure the following rules are followed

    1. all buses more than 15 year old should be taken off the road

    2. permits to be given for new buses which run on CNG

    3. speed limit should be strictly implemented which avoids racing

    4.Owner should have a backup bus if his bus is under repair if he has permit to a particular route just like KSRTC

    5. every year the bus has to go through passing by the authority to ensure the bus is in good condition to renew the permit
    6. give them a dedicated lane and ensure others dont use that lane

    7. strictly curb unnecessary stops whenever or wherever they see a customer , only limited stops to be provided

    maintain strict timings and ask them to stop using fancy horns

    moreover the fares should be uniform with Govt buses to avoid competition and overcharging

    Major of the BUS owners are behaving like a BEGGARS. Even they have good daily collection also, these OWNERS dont have money to repair their BRAKE LIGHTS ( which may cost around Rs. 200 to repair) which are very important in highways. These BEGGARS better to BEG the money for correcting the BREAK LIGHTS with the passengers. Even the Traffic police is not bothered about this. If the rate is hiked to, the BRAKE LIGHTS will not repaired. Dear DC sir, Please take action regarding this.

    This RTO meeting is only a eye-wash to the public because in most of the buses fare has already been increased and collected subsequently from the commuters arbitrarily without any notice to the public.This is what the bus owners association is.Baring few behavior of the conductors and drivers are very annoying,irritating.Journey in buses in general and more specifically in city buses is nightmare for senior citizens,handicapped,old people,women,pregnant women and school going children.There is no limit to load the commuters.Tight pack.Bale,pole,Dhumbu pole,pira pole,Naduku pole,barik serle,poyee right.This is what happening in city buses at the cost of commuters.Even if somebody suffocates and die in between,no problem.They will not limit the passengers according to the capacity of the buses.But poor commuters have to solely depend,rely on these buses without any other options and have to bear the brunt even after undergoing all these ordeals.Best option is to escape from these nuisances either to give permission to KSRTC buses to ply on priority basis or bring it under the ambit of government jurisdiction or to introduce local train system.Abuse,scolding from conductors,drivers is the daily menace except few who are really human beings.There is no system,rules and regulation which governs the smooth flow of traffic.Traveling is pretty expensive here in undivided Dakshina Kannada district (DK/Udupi) as compared to many other metropolitan cities.One has to insure his life before undertaking any journey by bus.Competition,over speeding is the another enace and head ache.Over all public's life is at stake.Jaago RTO,do something in the best interest of public,who are already burden by inflation,plaguing in the city.Don't be the hand toy of bus owner's association.Jai Hind,jai Karnataka

    The fares will be increased twice/thrice in a year without the approval of RTO. RTO officials getting suit cases from bus owners association not to interfere while increasing bus fare as and when they wish. Have any cases ever registered against bus owners association for increasing bus fares without approval. This is just an eye wash to fool the passengers and the bus owners never obey RTO rules and regulations.

    the so called meeting is of no use. city buses are really meant for common citizens but they are not allowed to take part and explain their difficulties while using the public transport for their conveyance. Following are the major part on which both the parties acting blind.Ex.minister Mr.Ashok was talking about a suitcase matter when he took charge initially. Anyway , the following must be cleared before next so called meeting.
    1.PERMITS TO GOVERNMENT CITY BUSES TO OPERATE ON ALL CITY BUS ROUT FROM STATE BANK WITH IMMEDIATE EFFECT.
    2.TIME ALLOTTED FOR THE BUSES MUST BE REVISED WITH IMMEDIATE EFFECT AND CUT SHORT TO AVOID THEIR CRAWLING ON THE ROAD THUS MAKE THE TRAFFIC BLOCKAGE.
    3.PASSENGER CAPACITY AS PER PERMIT MUST BE DISPLAYED CLEARLY ON EITHER DOORS AND MUST BE FOLLOWED.
    3.DOOR STEP HEIGHT AND THE SEAT SIZED, DISTANCE BETWEEN EACH SEATS MUST BE AS PER MENTIONED IN TRAFFIC RULES.
    4.DATE OF INSPECTION AND THE OFFICER WHO CONDUCTED LAST INSPECTION MUST BE DISPLAYED INSIDE THE BUS.
    5.ROUTE MAP AND THE TIMINGS AT EACH STOP MUST BE CLEARLY DISPLAYED INSIDE THE BUS.
    6.TIME SHEET MUST BE SIGNED BY THEM AT STARTING AND ENDING POINT WITH THE NGO'S HELP.
    7.PROPER PRINTED TICKET WITH THE FARES AND DISTANCE COVERED MUST BE GIVEN TO THE PASSENGER.
    8.OFFICIALS FROM RTO MUST CONDUCT ROUTINE CHECKING OF THE ABOVE WITHOUT TROUBLING THE PASSENGERS. MOBILE COURT ALSO CAN BE IMPLEMENTED TO AVOID CORRUPTION.
    10. DRIVERS AND CONDUCTORS MUST WEAR NAME PLATES AND THEIR BADGE NUMBER TO IDENTIFY THEM WHILE COMPLAINING .

    The surface transport sector is ripe for a rapid revolution to reduce dependency on fuel, eliminate pollutions, reduce costs and provide adequate and comfortable transport facilities to rapidly growing volume of commuters and goods.
    The huge dead weight (of commuters and goods) on wheels can be used as a powerful pushing force, instead of carrying and moving it like infants from standstill positions till the destinations.
    While mobile revolution enjoys amazing benefits, why the automobiles have to suffer severely with slow and steady lengthy evolution?
