Mangaluru: Fishermen hold massive protest against DBT system

Mangaluru, Aug 5: A day after fishermen in Udupi protested against the state government's move to introduce the new system of direct benefit transfer (DBT) wherein diesel subsidies are directly transferred to the bank accounts of mechanized boat owners, it was the turn of fishermen in Dakshina Kannada to register their protest against the government's decision.

A huge number of protestors led by Karnataka purse seine fishermen's union and Mangaluru trawler boat fishermen's union held a rally from Bunder harbour to Clock Tower and then staged the protest in front of the DC's office.

Addressing the protestors, president of Karnataka purse seine fishermen's union Nithin Kumar said, "Provision of sales tax-exempted diesel was introduced 12 years ago in order to promote fishing industry. Because of this tax exemption, fishing industry managed to prospor and many youngsters began to opt for a career in this industry. But the state government introduced the new system of direct benefit transfer in the last budget. The trawler boat fishermen are facing problems because of its implementation. After repeated meetings with the MLAs and the ministers, the old system continued for two months, but now without discussing with the fishermen's representatives, this new system has been implemented. Though fishing is allowed from August 1, we have not entered the sea till now.

"The old system of paying at the delivery point is the most transparent form of giving subsidy. We all know the fate of dairy farmers, they are not receiving subsidies on time. We fear we too will face the same fate. There are multiple partners in boat business and subsidy being debited to one partner's account would create trouble. The system should continue in the same way as before. Government has earned a lot of foreign reserves by exporting fish. The 1.5 percent of concession given by central government has been canceled now and if the state government also takes away the subsidy, then what will be the fate of the fishing industry?" he said.

President of Karnataka purse-seine fishermen's union Umesh Karkera said, "In the meeting presided by the chief minister, we had explained the problems of introducing direct benefit transfer system. We have met MLA and ministers. MLA says meet the minister, and minister says meet the MLA. MRPL had promised to let out clean water but now the water in that area is so polluted that fishing is not possible.

"We may be only one fishermen, but there are 10 lac fish consumers. Fish comes from different states to Mangaluru port and from here it goes to different states. Nobody consulted us before implementing this new system. The sudden implementation has given rise to suspicion. The chief minister should make necessary arrangements and give subsidy in the old manner," he said, adding that former MP Jayaprakash Hegde is the only politician who has thought about the welfare of fishermen.

Gillnet fishing association president Ali Hasan said, "We are not begging for subsidies, it is our right. Fishermen are poor. We will not commit suicide like farmers, instead we will protest. Fisheries minister is not talking at all, why is he silent?."

Sathish Kotian, Vasudev Boloor, Hussain, Bhushan, Naveen Bangera and others were present.

    This fishermen still want DBT system also like fish market.Fish market it is their Kingdom and they rule.Can anybody see the gold wearing by fisherman in fish market ? We buyers are poor.Fishing is like a lottery they will get lakhs in a day also and loose lakhs in days also.This is not poor mans business now.

    If you dont have money, then dont buy fish. I am sure you can live without it. If you still insist on eating fish then go out catch fish for yourself.

    Being a fisherman isnt easy. They risk their lives to make their livelihood.

    Enough is enough. Now that all fishermen are "CARODPATHIS" You should see the houses of fishermen in Malpe area. I humbly request the government to withdraw all the benefits given to fishing industry at tax payers cost. I am not jealous of them. Now they settled, let the govt. focus and help other areas. BJPians please do not interfere in this issue for vote sake!

    There might be fishermen who are rich coz they have struggled their way to the top and there are also fishermen who own small boats with which they earn their daily bread.Due to raising diesel prices there isn't much profit,if the subsidy is completely removed then then there will not be much earning to support themselves.so think in a broader sense before commenting randomly.

    Although I do not know much about fishing Industry, one thing is sure fish prices are sky rocketed and eating fish has been a luxury nowadays... If the fish is not available at subsidized rate then why diesel has to be given to fishermen at subsidized rate...!!!??? As the boats can not be brought to the filling station and it is transported by other vehicles, who knows which vehicle it is filled into....!!!!???

    Like agriculture, fishing income exempted from income tax. As explained in your news that system of subsidies of diesel used for trawlers has been changed to direct payment system. May be govt. wanted make streamline the real owners of these boats and to keep check each one having how many fishing boats. and whether real owner is receiving the subsidies. Unlike old system of distribution of catch and its revenue now trawler owner not share the profits rationally with fishing community/workers, Therefore the gap between the income of owner and workers widen. Owner of trawler need not go for fishing in his trawler he may be only investor and getting the profit. Anyhow govt. should have discussed the matter with fishing community from someshwar to karwar/sadhashivghad. before implementation of the policy.

    After huge subsidy, fish prices not coming down. It is now rich peoples food. Common people can not even afford to buy even ordinary fishes like Bhootai. Once it was the popular food of common people of coastal Karnataka.

    First and the foremost, why should fishermen get a subsidy?
    Do they grow anything? Are they reaping the fruits in one season and working throughout the year without returns? like farmers?
    They just take a boat put the nets and catch the bounty of natural resources. The fish in the ocean belongs to everyone. Only fishermen catch it and sell at very high prices to the general public.

    When some poor people go into the woods and fetch honey to sell, it becomes a crime. Earlier Koraga community people used to get 'Betha' from the woods and make baskets and sell for livelihood. Now even that has become a crime. But when fishermen go to see with motorized boats with huge nets and deplete the sea life, its doesn't amount to a crime. They get subsidies for the fuel!!

    Anyways what is wrong if the subsidies are credited to your account?

    There was one a Potfolio called Minister for Fisheries in Karnataka State Govt. I wonder if it s still exit o the concerned Minister is Sleeping like his Boss Nidderamiah or picking up fights with Auto driver somewhere.

    When Center introduces DBT to Gas Consumers, no problem, but why these protest?
    Certainly they stand to lose if the subsidised fuel is diverted to other commercial or personal uses.
    They can sell the diesel to other users with difference amount pocketed.
    But DBT would hinder this illicit trade most probably as their accounts get credit later, if not they stand to lose the profit.
    Changes that benefit tax payers should not be protested but welcomed as State's Gain will get that amount channelised back to the Tax payers.

    Modi's govt may not not support this, if fishing industry prosper then there is more fish to export that will conflict with beef export.

    If state govt is not listening to fishermen demand then govt should make arrangements for fishermen to rear cattle and export beef instead of fish, this way income can be sustained.

    Fisherman is future's Cattleman.

    Most of these people gathered for the protests are millionaires who roam in large SUV's and go to foreign countries for a holiday? Why then are they demanding more subsidies and why is the govt continuing to subsidise them on the tax payers money? The fisherfolk in DK and Udupi are among the richest in the region.
