HC rejects petition against reimbursement of Ambi's medical bills


Bengaluru, Aug 22 (DHNS): The High Court on Friday dismissed a petition against the State government’s decision to reimburse Housing Minister M H Ambareesh Rs 1.17 crore for medical expenses he incurred in Singapore last year.

A division bench of acting Chief Justice S K Mukherjee and Justice B V Nagarathna dismissed the petition after the government counsel submitted that Rule 10 of the Karnataka Ministers, Ministers of State and Deputy Ministers Medical Attendance Rules, 1958, gives the government the discretionary power to decide on reimbursing medical expenses.

The petitioners had challenged a government order dated July 11, 2014, on reimbursing Ambareesh Rs 1,16,90,137.

They said the government’s decision to pay such a huge sum to a minister had “burdened” the exchequer.

The minister and his family were financially capable of affording the treatment and there was no need for them to claim reimbursement. Such exorbitant payment on medical and health counts made in favour of the minister sets a bad precedent, and huge public money has been spent without serving any public purpose, they argued. They pleaded that the government quash the said order.

Ambareesh was admitted to Vikram Hospital in Bengaluru in March 2014 after complaining of breathing-related problems.

He was then taken to the Mount Elizabeth Hospital in Singapore for further treatment which cost him more than Rs one crore.

    The govt has discretionary powers to foot the medical bill of a minister. However the minister concerned in this case is well to do and financially sound to afford the cost of the treatment. It is an unfortunate decision in this matter by High court. Further apart from this, Govt including central govt spends huge sum of money on security of ministers. They are given with official vehicles security convoy and to some Z category securities. If you are real patriots please shun all these facilities and travel like a ordinary man without using any govt facilities at the cost of poor people.

    If APJ Kalam were to travel without security no body will do any harm to him because he is true nationalist who served the country without taking any personal property . The so called jingoistic people speak about patriotism let them show it by leading example

    Recently Allahabad high-court ordered that all government officials and ministers children should go to Government run schools.
    Where Karnataka H'court promoting to use expansive foreign facility to all ministers on our TAX PAID money.
    Really there is difference between UP and Karnataka.
    Why can Ambi admit in Government run hospital in K'Taka?

Is he that broke and penniless...Its better for them to take a bowl and beg infront of Vidan Soudha, Lal Bagh etc where tourists flock...Govt must do enough for the infrastructure and for farmers....Please give this 1.2 crores rupees to 120 destitute farmers so we can save 120 lives and pains of 120 families and miseries of many many extended families of the farmers..

    IF THE MINISTERS IN THE GOVT.COULD NOT BE TREATED IN GOVT. HOSPITALS,
    IF THE MINISTERS NOT OPT TO SEND THEIR CHILDREN TO GOVT.     This is too much. Useless minister spent crores of rupees and now government is ready to pay from tax payers money. Did Ambareesh did any good to the people? He is burden on the state. State government is foolish and not fit to rule Karnataka if it pays from treasury. Government is not doing anything for farmers but spending lavishly on useless minister.

    Very good decision by HC . If it was in favor of the minister then in future there will be a long Q of "very poor" MP, MLA ,Minister and Govt officers to get treatment in abroad out of tax money. I think many of them so far not even visited the Govt hospitals except for inauguration or honoring function.

    HC should have accepted the petition & after discussing should have given the ruling, directed the Karnataka Government, not to waste tax payer's money to reimburse AMBI's
    medical bills as he is quite capable & financially sound to clear his own bills.

    While thousands of foreigners from the Western Countries flock to India on medical tourism to avail of her cheap and best medical treatment, our ministers go abroad at the cost of taxpayers. India provides world class medical facilities with specialized multi-specialty health centers providing their expertise in various areas such as heart surgeries, coronary bypass, valve replacements, etc. Our ministers give lovely lectures on India’s achievements but when it comes to use our facilities for themselves, they shy away and opt for expensive foreign treatment. Do we need such ministers who are burden to our exchequer? The High Court took the superb decision to reject Mr. Ambareesh’s medical claim.
    Being in the ministry is not good for Mr. Ambareesh nor to the people of Karnataka, hence he should resign and take medical rest.

    How can be court accept this petition when they suggested government look after medical expenditure of Madani accused of bomb blast.but in India whoever is paying promptly medical insurance premium like me don't get any benefits which cheating us even discontinued after paying 10 years without claim of any money.
