Mangalore, Jan 28:
Administration  is only one part of politics, but most  of  our legislators have not properly  understood  this aspect, said D B Chandre Gowda, former speaker  of the state legislative  Assembly.

He was delivering a lecture at a programme of memorial lecture on the late Blasius M D' Souza, ex-minister for labour, law and parliamentary affairs, organized by Karmika Paris hath in association with SDM P G Centre for Management studies and Research in the city on Tuesday January 27. He spoke on the topic, the role of the legislators in the governance of the state’.

"Our Constitution has provided for a major role for the legislators, regardless of whether they are in the ruling party or otherwise. They have to ensure that the programmes are executed in a way that is beneficial to the society and also have the responsibility to do pro-people work," he explained.

"The present administration makes one to strongly feel that the legislators are considering ruling as their only duty and many of them are seen getting busy otherwise, forgetting to discharge the duties thrust upon them by the Constitution. Those in the  ruling party and also in the opposition, prefer  to keep  silent and  do not  want to  comment on  anything,"  he noted, urging the  opposition  party legislators to realize that their duty is not merely opposing the government on every front, but also  to  monitor the works and  projects taken up  by the government and the administration.

Chandre Gowda  added that  India  is  having a  Constitution that is tailor-made to the needs of the Indian society which has passed through the tests of  sixty long  years and felt, such  a democracy can be found no where in the world.

V S  Ugrappa,  leader of  the opposition  in the legislative council said,  the legislators in the state are busily engaged  in getting done transfers of officials, corruption, promotion etc. in which they have no need to meddle with. The legislators function is to be the watchdogs of the functioning of the administration, he said.
