Mangalore: DC Comes Back from USA, Lauds Civic Sense of Americans

Mangalore, Jun 9: Dakshina Kannada district deputy commissioner, V Ponnuraj, who had been sent to USA on two-week training, reported back for duties on Tuesday June 8. He had attended a special training course by experts on the subject of implementation of new development projects and their management, at the Duke University, Durham NC, USA.

On his experiences at USA, Ponnuraj found the civic sense of Americans to be worth appreciating. He found that the Americans voluntarily obey the rules and laws and therefore, the administration faces less problems in handling law and order problems. He also found that the town planning, drainage system, obeying of traffic rules, and neat planning, construction and maintenance of buildings found in that country, were worth emulating.

The practice in our country is that in case of traffic rule violations, the policemen abuse the offenders and then fine them. However, in USA, the policemen behave politely with even the offenders, although they too penalize them as per rules. Their duty-consciousness is a plus point, Ponnuraj explained.

Ponnuraj finds no major changes in the administrative procedures of USA and India. He feels that the things he learnt at the training will come in handy while discharging his administrative duties here.

    Jigar, Mangalore & Eulalia - if your wonderful thoughts could be horses, what a lovely country we would have been. "Civic sense begins at home". But alas people are too selfish to bother about others. Heaps of garbage tightly wrapped in plastics are recklessly thrown or tossed and many take short cuts by dumping them in drains. What can a poor "drain" do. In protest it blocks all water flow and all hell is let loose.

    This is one small example of our civic sense. Ponnuraj need not go to USA to learn Civic sense. It comes by instinct to the educated. But see also the civic sense of DC's work force. The common sight you see here is the MCC Karmacharis sweeping the roads round the year and shoving the dirt into the drains (short cut to cleanliness).

    So the roads are clean at the cost of the poor drain. Come monsoons same dirt is excavated and kept on the side of the drain only to slip back into the drain again when it rains. Has DC or his supervisors taken note of this!! Dont forget the cost factor with the dirt still intact. If we are the 8th cleanest city guess how bad are others.

    Very true... we are used to passing on the buck to the authorities for lack of law & order or cleanliness of the city, while we forget that we ourselves make the society and the rules are for our own safety and well being. Don't we voluntarily keep our homes clean and neat, then why not our roads, parks and sorrundings too...!!

    Welcome back to our DC, Mr. V. Ponnuraj.
    You are very right when you say that US Citizens are sensitive and responsible towards their civic duties. In our land, civic sense lacks to a great extent. It is easy for any defaulters,to go scot free, either in traffic or other wise, because our systems are fragile. Culprits can get away easily from their crimes & we are all well aware of this fact.
    If only we citizens learn to respect and honour our laws of the land, live to respect nature with rich flora and fauna that we have, our own land would be a better place to live in. I only hope some day we the people here, learn this civic sense and start abiding by our rules n regulations.
    But do we get there, how do we get people learn this civic sense and abide by it, is a million dollar question? Are our systems so weak that anybody can get away with what they do? It is high time we give it a serious thought..!
