Bengaluru: Government employees reluctant to learn computer operations to forgo promotions

Bengaluru, Aug 24: Direct recruits and serving government employees have been given time till March 22 next year by the government to become computer literates. Those employees who fail the test will be ineligible for promotions and annual promotions, the government said in a circular.

Under Karnataka Civil Services (computer literacy examination) rules 2012, except for certain designations, all other candidates have been mandated to undergo computer literacy examinations. Even after many years, hundreds of government employees from various departments have not acquired computer knowledge. The government has extended the deadline for passing the computer literacy tests many times, but many employees have ignored the same. Therefore the government has issued the said circular.

The government-approved KEONICS holds the said examinations and the employees have to score prescribed marks to pass the examinations. The circular explains that those employees who don't pass the computer literacy tests before March 22 next year will become ineligible for promotions, annual promotions etc.

    Every govt department should function like a business corporate . The annual appraisal should be on a well defined metrics of performance that one adds to the role and can be linked up in the value chain. It should have a clear vision and mission statement ,policy and strategy in place ..to move or to provide the intended services .Every department should have a service catalogue which in turn should be mapped to a service level agreement .

    The entire purpose in life of a public servant (babu) is to keep his/her job. The computers have come about to upset this sense of security. So the babus will do everything in their power to keep all the smart devices out. Unless the Government finds a way to retrench the babus, the work practices are not likely to improve. Regardless, these rules are good.

    If the government employees are not taking modern systems to adopt in their daily routine how can we expect the people who have to get done the work within the time limit. We need the govt system to function smoothly with latest electronic systems so that the people of this country get benefitted. If anyone unable to follow despite giving a chance to learn then that person is not upto the mark and can be shown the door to exit.

    Basic IT Skills, Word, Excel, COTS (relevant to their works), Basic Security, Phishing awreness, etc.. should be made mandatory and they should be eased into it with methodically. Their mindset has to change. They seem to be resisting change. There is always VRS, etc...
