Bangalore: Dispute on DGP Appointment – CAT Dismisses Ramesh’s Application

Bangalore, Jun 18: The state unit of the Central Administrative Tribunal (CAT), on Friday June 17, dismissed application filed by acting state director general of police (DGP), S T Ramesh, questioning deletion of his name by Union Public Service Commission, while sending panel of names for promotion to the post of the state DGP.

The CAT bench comprising vice-chairman, N D Raghavan, and administrative member, Ktayayini, observed that the application is premature and not maintainable as it was filed on the basis of mere newspaper reports. Ramesh had not supported his claim by way of a copy of the list endorsed by UPSC or any other enclosures in support of his claim.

In his application, Ramesh had said that he was second in seniority, and therefore his name deserves to be included in the list of eligible candidates for the said post. He had termed non-inclusion of his name by UPSC in its list, as illegal.

After the state High Court passed an order in the issue on April 26, the government had sent four names, those of D V Guruprasad, S T Ramesh, Neelam Achutha Rao, and M K Srivatsava. Srivatsava had retired on April 30. In his application, Ramesh had alleged that UPSC, which should have sent three names to the state government, had omitted to include his name.
