Citizen Service: Innovative 'Sakala' Scheme Launched in Twin Districts

Mangalore, Apr 2: 'Sakala', an innovative scheme under the Karnataka Guarantee of Services to Citizens Act, 2011, was launched in the district during a programme held at Netravati hall, zilla panchayat office here on Monday April 2.

The scheme was jointly launched by legislative assembly deputy speaker Yogish Bhat who presided, ZP president Shailaja Bhat, MP Navin Kumar Kateel, DC Dr Channappa Gowda, SP Abhishek Goyal, police commissioner Seemanth Kumar Singh, MCC commissioner Harish Kumar, ZP CEO Dr K N Vijayprakash, additional DC Dayanand, CDA chairman Nagaraj Shetty and other dignitaries.

Addressing the gathering, DC Channappa Gowda said that Sakala had been implemented in Puttur on a pilot basis and since then has been running successfully.

"In all, out of the 5,540 applications that were received, 4,750 have been cleared within the stipulated time. Among the total applications received, 3,750 were with regard to RTO and transport, and among them 3,349 have been cleared," he said.

"Out of the 622 complaints concerning the revenue department, 511 have been disposed off, and 65 out of the 189 cases regarding panchayat raj department were cleared," he added.

He further said that Sakala is a unique project that saves the citizens much of their time. "The project has been launched all over Karnataka and people should make use of it," he urged.

Yogish Bhat hoped that the implementation of the project in Dakshina Kannada would be so good that it becomes a model for other districts.

Udupi, Apr 2: Sakala scheme under Karnataka Guarantee of Services to Citizen Act 2011, ensuring IT-enabled efficient, transparent and accountable administration through www.sakala.kar.nic.in was inaugurated at Satyamurti auditorium, town council building, here on Monday April 2.

Ramesh B Zalaki, chief secretary of state women and child welfare department and Udupi district-in-charge secretary, inaugurated the scheme.

In his address, Ramesh Zalaki said that Sakala enables the citizens to get their tasks done within a stipulated time, and  in case of delay the officers will be fined.
 
Issues related to income certificate, driving licence, water connections, electricity, physically handicapped certificates, address of complainants at police stations, etc will come under Sakala.

"The government staff will be fined Rs 20 per day for delay beyond the stipulated time, up to a maximum of Rs 500. It would improve transparency in departmental affairs and boost efficiency, besides curbing corruption. Sakala will cover 11 departments and 151 services," Zalaki said.

Town councilor Kiran Kumar said that Sakala will be successful in town administration if people avoid middlemen.

MLA Raghupati Bhat said that Sakala is the brainchild of chief minister D V Sadananda Gowda. "People are likely to benefit and improve the efficiency of government staff. The lethargic government employees will be identified by accruing fines for incomplete tasks.  It’s a milestone in the state administration in expediting the departmental functioning," said Bhat.

Deputy commissioner M T Reju said that the district administration has to clear nearly 4,000 files at a time. The supporting documents to applications will expedite clearing of files, he addd.

SP Boralingayya, ZP president Katpady Shankar Poojary, fisheries marketing Federation president Yashpal Suvarna, TP president Devdas Hebbar, deputy councilor Bharati Chandrashekar, zilla panchayat CEO Prabhakar Sharma among others were present.
