Karwar: Controversial Belekeri Port Closure Ordered

Karwar, Jul 1 (DHNS): The Belekeri port in Karwar district, which is at the centre of a raging controversy over illegal shipping of iron ore in large quantities, has been asked to shut down. 

In a dramatic decision, the Karnataka State Pollution Control Board (KSPCB) has issued an order on June 17, directing the closure of the port located in Ankola taluk. The port is exclusively used for exporting iron ore and, recently, it was involved in the mysterious shipment of 5 lakh metric tonnes of seized iron ore. 

The closure was ordered on the grounds that the Department of Ports and the ore-handling companies at the port were flouting the Union Ministry of Environment and Forests (MoEF) norms.

The KSPCB order, a copy of which was obtained by Deccan Herald under the RTI Act, has instructed the Director of Port Department to close the port activities until necessary clearances were obtained from the MoEF and KSPCB for activities in the leased area. The order, issued under Section 31 (A) of the Air (Prevention & Control of Pollution) Act, 1981, has also been communicated to the Hubli Electricity Supply Company (HESCOM) for the latter to cut power supply to the port handling companies.

The department, in 2003, had allotted to the three agencies—Adani Enterprises Ltd, Shree Mallikarjun Shipping Pvt Ltd and Salgaocar Mining Industries Pvt Ltd—an area of 62,140 sqm, 12,140 sqm and 10,000 sqm, respectively, for their activities.

In 2006, the department leased additional land to these agencies without the consent of either the MoEF or the KSPCB. Besides, the department also allotted about 98,000 sqm to seven other companies without obtaining clearance from the Pollution Board.

As per the Environmental Impact Assessment notification, 2006, issued by the MoEF, conducting public hearing and obtaining environment clearance from the ministry and the KSPCB for expansion of port activities is mandatory. The Air (Prevention & Control of Pollution) Act, 1981, also mandates these conditions. The department had extended the port area and allotted the same to the agencies without obtaining clearances from the MoEF.

    Well said Greg. Sri Nanaiah while speaking in the Legislative Council has made similar request for CBI enquiry. The Lokayukta officials alongwith the Forest and Port officials have seized 7 lakh tonnes of illegally transported iron ore. Out of which 5 lakh tonnes have been disappeared. 11 companies were involved in this disappearance. It is very strange that the siezure of iron ore and its subsequent disapperance has not come to the knowledge of Mr.Yediyurappa and Krishna Palemar, who are incharge of Miniing and Port Ministry respectively. On June 8th Mr.Palemar has called a Meeting of these 11 KALLARU in a hotel and it was a closed door meeting. Since the meeting was that of the 11 KALLARU, Sri Gokul, DFO Karwar has not attended it. Hence Sri Palemar has recommened to the Chief Secretary to suspend the DFO. In legal connotation 'an unlawful order need not be obeyed'. In the raid conducted by DFO, the secretary(Mr.Balegar) of Sri Palemar was caught red handed with Rs.4.00 lakh in cash.He was saved by the Minister stating that the money belonged to him. Inspite of the above Government has refused to give permission to prosecute Sri Balegar. When the Lokayukta was preparing to file an appeal,the said official has applied for voluntary retirement of service and Government has accepted it wef 31.07.2010.     The total amount of illegal transport of Iron ore to Belakeri port is to the tune of Rs.1200 crores.

    First of all order a CBI enquiry into the entire episode of iron Ore theft from Belikere & Karwar Ports . Enquire into the nexus between the Iron Ore Exporters from Belikere & Karwar,Transport operators from Bellary & Hospet, Karwar Police , Uttara Kannada ( Karwar )District, Port Minister & Iron Ore Trader Anand Asnotikar, Reddy Brothers ,Dakshina Kannada District & Environment Minister Krishna Palemar , Yediyurappa and others . The media should play a vital role in the investigation too and to unfurl the nexus.

    My wish is that the present BJP Govt.in Karnataka should be renamed " LOOT KARNATAKA PARTY ".

    IS KSPCB SLEEPING TILL NOW???ALL OF SUDDEN HOW THIS PORT NOT COMPLYING WITH POLLUTION COTROL SPECIFICATION OF KSPCB???DAAL MEI KAALA HAI!!!!
