JDS Demands Withholding of Assent to K'taka Cow Slaughter Bill

New Delhi, Aug 5, (PTI): Terming as "unconstitutional" a controversial bill passed by the Karnataka Assembly banning slaughter of cattle, JD(S) today demanded withholding of presidential assent to the legislation. 
 
The Karnataka Prevention of Slaughter and Preservation of Cattle Bill, 2010 passed recently, imposes a total ban on slaughter of cattle in the BJP-ruled state and prescribes stringent punishment for violation. It also makes the offence cognisable and non-bailable.



Decrying the legislation, JD(S) chief and former Prime Minister H D Deve Gowda said the bill has imposed unnecessary and unwarranted prohibition on the exercise of a fundamental right of a particular section of a society to carry on a occupation, trade or business.

"The new legislation has thrown the constitution to the dustbin. It is not only anti-minority, anti-social, anti-dalit but also an assault and encroachment on the food habits of a considerable section of the population," he told reporters after submitting a memorandum to President Pratibha Patil.

Gowda along with 42 MLAs urged the President to consider whether it is reasonable and justifiable to give assent to the legislation in the larger interest of the state and the nation. The present bill replaces the Karnataka Prevention of Cow Slaughter of Cattle Preservation Act, 1964. Gowda said the Act had stood the test of time for more than 56 years and has been accepted as a model one across the country.

He said the present legislation, if becomes a law, will not only render a large section of population unemployed but also force the state's farming community into further penury.

Earlier, he claimed that even before the legislation got the presidential approval, the state was trying to implement the law by arresting those engaged in the trade in Tumkur and Chikmagalur areas.

    Deve Gowda you are striking the right note, but where were you when in power, you did nothing for the people on the whole, you and your son were the reason for BJP power in Karnataka state. Had the BJP not gone in for these foolish laws, and done some development 80% percent of minority would be voting for them next 50 years, unfortunately they wanted to please a swami, see now what they reap its whirl wind.

    Mr Keshava Puttur,Raj Mangalore,Mr S.Kukkikatte narrated correctly what Indian history tells us.This bill was passed by the voice vote with out debating while house was not in order.Is this action was not a ..... act of BJP govt???BJP don't know how to rule the state instead adicted to sitting in opposition bench.As said by Ex PM Mr D.Gowda the Bill is not a problem of minorities but the problem of poor farmers.

    Mr.Keshava/Puttur. If you believe in Ghandhiji,then you should know,apart from the two views one of his strongest views was "AHIMSA". It would have made sense if you could have asked the question to BJP,RSS,BD,SRS,VHP. Do they believe in Ghandhiji? If their answer is yes by any chance, then I would request you to ask those CRIMINALS/TERRORISTS to stop "HIMSA".If their answer is NO,then,those have no right to stay in India. We all together shall drag those CULPRITS out of secular & democratic country "INDIA".

    The religion should not become hurdle in the type of food consumed by another believers. The Islamic and Monarchy Arab nations are allowing to have pork in the menu of any restaurant who wishes to serve them. Where as India is a democratic country with equal rights for all religion to practice their way still shamelessly the BJP Govt is trying to implement Beef ban. The so called cow worshippers don't care for the buffaloes which gives more and better milk. They don't care for those who depend on cheap beef for their daily meal. They don't care for the zoo animals which feed on beef. They don't care for those farmers whose aged cattles will be a burden on them if not sold. They don't care for the tanning industries which brings foreign exchange and these critics where the footwears/purses made out of them. They don’t care for those let-off aging cattles dying due to starvation. This is purely politics hence all should oppose this move.

    Mr. Kukkikatte, do you believe in Gandhiji? If so, you should support his views. 1) He wanted to stop conversion by brining in anti conversion law. 2) He wanted complete ban on cow slaughtering. Don't say that these are from my pockets.

    Mr.Gowda,what is the word unconstitutional....karnataka is not a first state to impose cow slaughter bill....it is already endorsed by supreme court what president can do....only delay tacticse...since many years it is on in gujarath,there also all sections of the society people are living....in spite of that Modi has got second time people mandate.First try to take people mandate then u can amend the bill.Need of the hour is price rise issue.......it is harmful to people daily life.

    At last JDS Supremo has spoken the just truth. Whatever he has said is true and this anti cow slaughter bill is biased and pro aryan philosophy and is against dravidian tenets. Aryans only handful of karnataka's population wish to impose their will on the majority of population through political mechanism. I am sure their plan shall remain a plan and it will not become a law. In order of us Indians to live in peace and tranquility we must drive these aryans back to their original abode of Central Asia. These aryans invaded our country with their unfounded thesis and all the while they are advocating their supremacy. They are not at all above or superior to dravidian. I am a dravidian but muslim convert.

    All human beings are equal by birth. Birth cant decide ones destiny. I want a member of koraga community to become a prime minister or president of India. I want koraga to become swami of one of eight mutts of Udupi. We need a a change and swe need social movement. This is the high time that we bring about changes.
