Mangaluru: Consultants elaborate on Smart City plan, MCC stresses on public awareness

Mangaluru, Sep 19: As part of the Smart City Proposal (SCP), a meeting chaired by mayor Jacintha Vijay Aflred was convened with advertisement agencies and mediapersons at MCC here on Saturday September 19.

MCC commissioner Dr H N Gopalkrishna urged the support of media to create awareness about the Smart Cities Mission among the public, as there is confusion among the people about the project. "Mangaluru has been chosen and this is only a first step. We are yet to get qualified in the first list of 20 cities and in this regard consultants have just arrived in Mangaluru two days ago. We need to send proposal as to how we want to see Mangaluru five years down the line. District advisory forum also needs to be formed under the leadership of deputy commissioner. The final proposal needs to be sent before December 15."

Consultants representing the union government gave a presentation on Smart City project, according to which, the strategic components of area-based development in the Smart Cities Mission are city improvement (retrofitting), city renewal (redevelopment) and city extension (greenfield development) plus a pan-city initiative in which smart solutions are applied covering larger parts of the city.

Retrofitting will introduce planning in an existing built-up area to achieve Smart City objectives, along with other objectives, to make the existing area more efficient and liveable. In retrofitting, an area consisting of more than 500 acres will be identified by the city in consultation with citizens. Depending on the existing level of infrastructure services in the identified area and the vision of the residents, the cities will prepare a strategy to become smart.

Redevelopment will effect a replacement of the existing built-up environment and enable co-creation of a new layout with enhanced infrastructure using mixed land use and increased density. Redevelopment envisages an area of more than 50 acres, identified by urban local bodies (ULBs) in consultation with citizens.

Greenfield development will introduce most of the smart solutions in a previously vacant area (more than 250 acres) using innovative planning, plan financing and plan implementation tools (for example, land pooling/ land reconstitution) with provision for affordable housing, especially for the poor. Greenfield developments are required around cities in order to address the needs of the expanding population.

Pan-city development envisages application of selected smart solutions to the existing city-wide infrastructure. Application of smart solutions will involve the use of technology, information and data to make infrastructure and services better.

The smart city proposal of each shortlisted city is expected to encapsulate either a retrofitting or redevelopment or greenfield development model, or a mix of these, and a pan-city feature with smart solution(s). Pan-city is an additional feature to be provided. Since Smart City is taking a compact area approach, it is necessary that all the city residents feel there is something in it for them also. Therefore, the additional requirement of some (at least one) city-wide smart solution has been put in the scheme to make it inclusive.

By October 15, public awareness needs to created and city-wide concept plan should be prepared. The city will get a grant of Rs 500 crore each from the centre and the state governments over a period of five years, that is Rs 100 crore each, every year. The projects can also be taken up in PPP model where the union and the state governments can invest a minimum of 50 percent and private investment of maximum 50 percent.

A number of suggesions were given on collecting the feedback from the general public and the departments on areas that need to be improved upon, such as green waste conversion into electricity and computerisation of MCC.

    In Hampankatta we had a landmark clock tower. We demolished that because MCC wanted to build proper parking lots in from of Govt. college. Clock tower is gone, and the idea of building parking lots has gone down the drain. Just a visit to the market street will tell us whether Mangalore is in 21st century or are we still in the 15th century. Corrupt officers in MCC and civil admin cann't make city smart. Look at our RTO office, which is newly built some 20 years back. But it looks older than our current old DC office. What a shame on us.

    Within City Corporation limit there is vast area where there is no underground drainage network. Certain areas main drainage lines laid but house connections are still pending. House waste water started flowing by the road side drain channels which is real health hazard.

    "Consultants" are ed to perform a certain job at a certain premium. Consultants bring new knowledge to the table in order to study further and come up with broader ideas that suit the budget and suit the time.

    We must therefore respect the Report from the Consultants who gather all the pros and cons and come up with a final document for further study and approval. The budgetary constraints are some of the most crucial criterias that become an obstacle in the final implementation of the plans as prepared by the Consultants.

    In a fast growing city of Mangalore, we have to the right Consultants who have the vision and also the knowledge of what Mangalore wants and what Mangalore can afford thru various City Bonds or City Plans so that the people of Mangalore will reap the benefits for a long term survival. We must therefore the right Consultants and we must respect their recommendations that will benefit the people of Mangalore.

    Utilization of Consultants is therefore as important as the plans themselves. Consultants are independent Advisers who study other cities of India and see what is good for the people. Let us therefore respect our City officials for their cautious judgments in ing the right consultants for a right plan of action.

    1) Widening of road and connecting key places ( Example - Widen the road from bikarnakatte to kulshekar through shakthinar & link these places to Air port road through
    concrete road ) - This will open up lots of space for development.

    All the money sanctioned will be eaten by these consultants who will sit in posh airconditioned chambers somewhere in Delhi/Mumbai/Bangalore and design things for Mangalore without even seeing Mangalore. If they do come to see Mangalore, it will be a some lower level employee,for who it will be more of a paid junket than any worthwhile fact finding work.Ultimately there will be no money to adequately compensate those who maybe even willing to give their land. Then a hundred litigations,marches,jathas,bandhs.Finally we will be back to where we started.
    Anybody did an audit of ADB project on drainage and sewage? KUDCEMP was it? Lobomam was chief If I remember once. With our population,income disparities,oppurtunism and corruption, smart city(whatever they mean by that) is simply a pipe dream.It is only a grand plan to route our tax money into private hands without any effective or efficient product/outcome

    Team Mangaluru has been given a wonderful, once-in-a lifetime opportunity, which should not be allowed to be missed (e.g., a single missed catch in a cricket match, could result in a team losing the match).

    Let all its citizens (regardless of their religion, caste, political affiliation, social/economic status) put their heads, heart & soul together and put in place, plans for a shining, progressive, super-smart Mangaluru City.

    Mangalore right now needs only the following things : (1) Footpaths (2) Parking lots (3) A dedicated power supply plant (4) Removal of all hoardings (5) Better policing (6) Less High-rise buildings (7) an effective garbage clearance system

    Other than this, please don't tinker with the city and make it a magnet for people from everywhere to come and transform it into an ugly metro. Mangalore is beautiful because it is compact.

    First & foremost for Mangalore to implement will be improve the condition of the Roads ( widening to the extent possible, as it is very narrow in most part of the City) of all the Key roads of Mangalore city & those leading to the residential areas in different pockets of the city.

    An effective Parking system needs to be adopted and implemented by the Authorities concerned. Road traffic in the City needs to be made one way to the extent possible.

    To begin with a Metro Railway or Monorail must be implemented from Mulky in the North to Talapady in the South to ease the traffic congestion.

    With Mangalore City becoming the SMART CITY, inflow of people from the neighboring hubs bound for Mangalore will be unimaginable. Further the Monorail or Metro needs to be thought for extending upto BC Road & Moodbidri also.

    Besides increasing number of active usable Parks in the Mangalore city & surrounding must be increased exponentially.
