Mangalore, Sep 21: A post graduation course,  M Sc in criminology and forensic science was inaugurated at the School of Social Work, Roshni Nilaya, here on Wednesday September 21.

The chief guest of the occasion was Dr S M Jaamdar principal secretary to Government, Department of Home, Karnataka state.

"Thanks to our country's poor criminal justice system, almost 95 % of crimes go unpunished and only 5%  of them are punished", stated Dr S M Jaamdar after inaugurating the course.

Speaking further he said that most of the investigation procedures depend on the eyewitnesses' report who unfortunately turn hostile in the court before the judge. In nations like Japan among others if a son commits a major crime, his mother herself goes and complains in the police station in view of seeking justice to the victimised person. The situation is different in India. Everyone is eager to safeguard the criminal if he is their relative or a known to them even at the cost of humanity without laying any emphasis on the victimised person, he said. Thus there a is need for a change in criminal justice system wherein the crime investigation should be a scientific one and move from eyewitness's mechanism to forensic science, he said.

In his address he revealed few interesting statistics to list one is that the Jewish people are the most victimised community in the world for about 2000 years and second being Brahmins in India though are in 4%. They constitute 60% of top posts in law and science among other prominent fields.

He also said that Mangalore will get an exclusive ‘Cyber Crime Police Station’ for which the proposal will be sent soon. He stressed on the need for study of criminology and forensic science as a specialised subject.

Alok Mohan, IGP, Western Range, commissioner of police Seemanth Kumar Singh, Dr Channappa Gowda, DC, Labhu Ram, SP were the guests of honour.

Dr Jacinta D’Souza, principal of School of Scoial Work, Roshni Nilaya, presided. Dr B Ashoka delivered the introductory speech.

The first batch of PG course M Sc in criminology and forensic science consisting 9 students were adorned with ID cards by Dr S M Jaamdar.

It is good to see that Roshni Nilaya an Institution of name and fame has now ventured to expanding their disciplines into M. Sc. Criminology. This is a step in the direct direction. I was associated with this College as a member of The Governing Council for several years. Roshni Nilaya is a pioneer in imparting knowledge to several hundreds of students. My own daughter graduated from here with distinction and a first place in The University in her M.S.W. and she was given the award by the then IGP Mr. Bhaskar Bhosle. Today it is good to see a galaxy of senior Police officers like Mr. Alok Mohan, Mr. Seemanth Singh and Mr. Labh Ram patronizing the well known teaching School. The Principal Jacintha is doing a great job and a lot of progress has been made during her tenure.

The presence of Dr. Damodar is a boost to R.N. and a source of encouragement.

Roshni Nilaya has all the ingredients of successfully launching and establishing a PG Course in Criminology and Forensic Science. This is an essential subject for our civilized society.

In a fast growing and fast changing country such as India where democracy prevails so widely and so deeply, order and discipline should be the hallmark of our daily life for hundreds of millions of people. While the constitutional rights must continue to prevail at all times, people must be made aware that a strict discipline is looming large in every segment of the society so that each and every citizen is fully conscious of his or her duty towards the daily normalcy of life.

India is a conglomerate of multi-cultural and multi-religious generations where past and the present is evident with a broad scope for errors and omissions. This is where the Government should have a strong hold on surveilance and supervision with a willingness to enforce disciplinary action. Tough as it may sound, only then the societal values added with democratic virtues in India will continue to exist and there will be continued peace and tranquility in every corner of our society and community.

Thanks to Roshni Nilaya for their timely focus on Forensic Science and Criminilogy that will help every street of Mangalore to maintain law and order for a smooth survival and success of our exemplary society that preaches and practises Ahimsa in addition to so many other virtues of Hinduism, Islam and Christianity.

I wanted to do the higher studies in Criminology but I could not due to some reasons. Hope to see many youngsters to solve the crimes and can give the major helping hand to investigation and forensic departments. Wishing all the best to every one.
