Bangalore: Prison Superintendent Transfer - Did Yeddy Call the Shots?

Bangalore, Nov 1 (Deccan Chronicle): Was the chief superintendent of the Central Prison at Parappana Agrahara, T.H. Lakshmi Narayana transferred at the behest of the central jail’s most prominent inmate — former CM B.S. Yeddyurappa?

Sources close to Narayana told Deccan Chronicle that he was shunted out in favour of an officer of the former chief minister’s ‘choice’ as he had “asked too many questions over the constant stream of visitors to Mr Yeddyurappa’s cell.”

The government on October 29 transferred Lakshmi Narayana to Bellary central prison and posted Superintendent M. Lingaraju in his place.

The transfer order, which has been stayed by the Karnataka Public Administration for the next four months, after Mr. Narayana approached the Tribunal, took the senior prison officers by surprise, as they had no prior information about the overnight change of guard. Mr Narayana was posted just four months ago to the Central Prison.

Prison officials have told Deccan Chronicle that the former CM reportedly meets visitors - high ranking politicians including some cabinet ministers and family members - in his cell in the special security building in complete violation of the prison rules.

A prisoner - under trial or convict can meet visitors, with prior permission from the jail authorities in the common facility provided at the entrance of the prison in the presence of prison officials.

In another break with prison rules, Yeddyurappa also reportedly has his personal attendant Shivalingaswamy in attendance. He comes in the morning with his breakfast from home and spends a couple of hours with him. This is repeated when he brings his dinner.

Though a gross violation of law and breach of prison security, prison officials are finding it difficult to check the movements of "certain people," admitted an officer.

"Though mobile phones are not allowed inside the prison, who has the courage to check the VIP visitors to the VVIP prisoner unless they volunteer to surrender them at the entrance? He (Mr Yeddyurappa) could also be sending letters through the attendant," said the officer on condition of anonymity.

A senior prison officer insisted to this newspaper that Mr. Narayana's transfer was due to 'administrative' reasons.


PIL against BSY for violating rules

A city-based advocate K.N.A. Reddy approached the HC seeking directions against BSY and others for violating prison manual rules, while he was being treated at Jayadeva Hospital.

The petitioner alleges that while in Jayadeva Hospital, more than 500 VIP, VVIPS including the CM and cabinet ministers visited BSY which is against the prison rules which allows limited number of visitors per day. In response, the HC asked the petitioner to provide more details in support of his claims.

    Dear Ismail..Regarding Yeddi's meetings in with high profile leaders, if he doesent know, all these things will just help the Judge why not to give him bail as he may tamper the evidences because of his high profile connections. Adding to this if its true that Yeddi has hand on jailors transfer then for sure it will be icing on the cake for Judges.

    Like many media as of now the subject is just a question mark that DID YEDDI HAVE A ROLE TO PLAY ? the same is evdent in this article by Daijiworld & any media will like to speculate all these things. This much is enough for you guys to cry GA GA. I am not a Yeddi Fan, and if Yeddi has done this then i belive even Next Janmashtami also he will have to spend time in Agrahara only if he survives. My last comment was just my first casual thoughts which came to my mind after reading your comments that I was wondering all the blind Congress supportors sitting in gulf knows more things about Yeddi than the sadly for the party in opposition in the state itself. May be you people would have been a more effective oppostion than the Siddhu & CO Nataka Mandali sitting in Bangalore. Jai ho

    Dear Mr. Laxmi Narayan:

    I appreciate your honest and dignity and integrity. Your sudden transfer is a shame for the DVS government. This government is going to fall. I appeal to DVS, please transfer back Mr. Laxmi Narayan. Shame for DVS to listen the jail inmate BSY. Is there any justice in transfering the innocent. BJP in Karnataka should be kicked out of power. Good for nothing highly corrupt government in history of Karnataka. Where is Anna Hazare? Why cant he bark now. Advani is a gossipper he cant do anything and he will never be a Prime Minister of India. We need honest people in Politics and not the corrupt one. WE may have to import politicians from Japan. Their honesty and National spirit has kept them as a Nation. Last week I was in Japan and saw their hard work and national spirit. We in India have linguistic and communal spirit. This need to be abolished. Only then we will be a Nation of clean India. I am praying for my country be a clean Nation. Let the corrupt politician be sent to Andaman Island for life time in prison.

    BSY is hell bent on breaking all the prison manual rules but the Karnataka Administrative Tribunal (KAT) on Monday stayed the transfer of Lakshminarayana T.H, Chief Superintendent, Central Prison, Bangalore, for four months.
    A Division Bench comprising KAT Chairman Justice A.C. Kabbin and Administrative Member Abhijit Dasgupta passed the order on an application by Mr. Lakshminarayana, challenging the October 28 order transferring him to the Bellary Prison within three months of his posting to the Bangalore Central Prison.
    Mr. Lakshminarayana said that one Lingaraju, who was working as the Superintendent in the Bangalore Central Prison, had been promoted to the post of Chief Superintendent and posted in his (Lakshminarayana's) place.
    It was pointed out that Mr. Lingaraju “is a very influential person and has been successfully managing his posting in Bangalore for the last five years.”
    While alleging that his transfer to Bellary was tainted with mala fide and premature, Mr. Lakshminarayana said the transfer order violated all norms as he was left with only one year of service. What a shame? Is Advani watching?

    Without thinking Mr. Yeddyurappa, frequently/again and again transferred the officials. Think of their children’s schooling? Of course they will be paid for transferring residence where as who need such hardships of transferring the residence from once place to another? He threw public funds as per his own whims and fancies. He increased travelling expenses of helicopter for his own conveyance. Apart from the above the scams of Mr. Yeddyurappa which are well known to every tom dickens and harry.
    In the jail also he is playing dirty politricks. He couldn’t keep his own family intact. How he will rule the state? Certainly will fail and land in jail. Jaisa karni, waisa bharni.

Where is justice for the ordinary citizen of our country? What we see in the films are seen here in actual life. the "big people" can enjoy everything beaking the law and rules.
    Where are you Advaniji? His yathra agaisn curruption is only a farce.
    The politicians who are convicted by the Courts for their illegal and corrupt activities should be sent to the jails in other states where a different party Goverment rules. Otherwise they will turn the jail into their luxury mansions. The faithful officers who are obsticles for their illegal activities will be made scapegoats. When can we say laudly "sathyameva jayathe?"

The govt is under the clutch Yeddy.All major shots are 'planned, uted and implemented by Yeddy and gang.Do you feign ignorance when media digging around P.Agrahara with regarding to the issue of premature transfer of CEO of P.Agrahara Jail.Why Yeddy's escort fleet of vehicle with dozens of police personnel stationed in the premise of Parapana Agrahara!!!!Yeddy still de facto CM of Karnataka and that is why i am of the opinion that he should be transferred to National Central Jail, THE GREAT TIHAR.FYI, Laximi Narayana, CEO of P.Agrahara, only completed 120 days of service and transferring abruptly with out valid reason overnight is a question itself that's why KAT stayed the order.Day by day it seems that DVS is weakest remote controlled CM of Karnataka which is very unfortunate.Another important thing is see how Yeddy and his gang of ministers boycotted Advani's ANTHIMA YATRA !!!!     This is exactly what happened to Jail CEO Mr Laximi Narayana.Transfer issue should be taken seriously by citizens of Karnataka if Govt not interested.The officer In Charge of Jail in PARAPANA AGRAHARA is very strict and treats under trials equally.This might be irked Yeddy and his gang.ONE IMPORTANT OUT COME OF THIS INCIDENT IS,STILL YEDDY NOT LEARNED LESSONS FROM THE PAST MISTAKE AND ILLEGAL STEPS!! GOVT OF DVS MIGHT BE IN SCANNER FOR THE FIRST TIME FOR THIS UNWANTED EPISODE.
