Panaji, Jul 30: In a major move to curb the menace of littering and ensure cleaner surroundings, the Goa state cabinet on Tuesday approved a bill proposing stringent penalties for illegal dumping of garbage — with fines scaling up to Rs 3 lakh for repeated offences.
The amendment to the Goa Non-Biodegradable Garbage (Control) Act, 1996, is set to be tabled in the ongoing assembly session. It aims to regulate garbage disposal across both public and private spaces, including sensitive water bodies like rivers, lakes, and drains.
Under the new provisions, individuals caught littering will face fines starting at Rs 200 for the first offence, with subsequent violations potentially attracting penalties as high as Rs 3 lakh. The bill also authorises the Goa State Pollution Control Board (GSPCB) to monitor waste generated by industries via a digital platform and to impound vehicles involved in illegal dumping.
The amended law will strictly prohibit the dumping of biodegradable and non-biodegradable waste in drains, vents, sewers, quarry shafts, or anywhere likely to pollute the environment or obstruct sewage systems.
Local bodies will now be responsible for identifying and notifying garbage collection points. Citizens, including property owners, producers, importers, and brand owners, must ensure proper disposal of waste generated from their premises by using designated public receptacles or authorised waste agencies.
Additionally, bulk waste generators, collectors, recyclers, and co-processors will have to register on the GSPCB’s online portal and secure authorisation as per gazette-notified procedures.
The move marks a decisive step by the Goa government to strengthen waste management and environmental protection across the state.
