Panaji, Jul 31: In a significant development aimed at curbing noise pollution in Goa, the High Court has issued a series of stringent directives, making it mandatory for all open-air music venues to display clear warnings regarding permissible sound levels. The decision comes following the disposal of a contempt petition on persistent noise violations across the state.
The Goa State Pollution Control Board (GSPCB) informed the Court that it would now require all hotels, guest houses, lodgings, restaurants, and other music-playing establishments to install warning boards if operating in open-air settings. These boards must clearly display the maximum permissible decibel levels and caution patrons and organisers that violations will lead to penalties.
The High Court took note of repeated disturbances, especially during festivals like Diwali and at mass events such as feasts, outdoor parties, and cultural gatherings, where amplified music and fireworks create a nuisance for senior citizens, children, and the ailing.
Among the directions issued:
• All open-air venues must install online noise monitoring systems, which must remain functional round the clock.
• The GSPCB will ensure no amplified music is played beyond 10:00 p.m.
• Consent to operate will be revoked in case of any violations.
• All license approvals must now include mandatory CCTV surveillance (inside and outside) with backup.
• The Sunburn action plan dated 21.12.2023 must be adopted for all EDMs and similar outdoor events across Goa.
To ensure strict compliance, the Court has ordered the circulation of its directives to all key authorities—including Collectors, Deputy Collectors, SDMs, Police Superintendents, DSPs, SDPOs, and village panchayat officials.
The High Court’s firm stance comes as a wake-up call to establishments and organisers, pushing for responsible celebration and stricter adherence to noise regulations in Goa.
