Bangalore: Can PPP save India's IT capital from crumbling?

Bangalore, Sep 21 (IANS): With heavy showers leading to massive traffic jams and yet another child dying after falling into a flooded drain, residents and experts say only public-private partnership (PPP) can save Bangalore's crumbling infrastructure and give it an image makeover.

"To mend the city's civic amenities is the collective responsibility of both the government and the public," V. Ravichander, a former member of the now defunct Bangalore Agenda Task Force (BATF), told IANS.

South Bangalore, home to upscale localities and the offices of major IT and multinational firms, was the worst affected in a 30-mm downpour last week, with traffic movement held up at some places for more than three hours.

Rain water flooded the roads, as drains were choked, resulting in many vehicles breaking down, adding to commuter woes on already narrow roads. There are around three million vehicles in Bangalore and the number is growing.

In another incident last week, an 18-month-old boy, Vijay, was washed away in a drain that had flooded due to rains. He was a child of migrant labourers from Tamil Nadu and his body could not be found even after three days of search in the drain and a nearby lake.

Barely four months ago, on May 31, a six-year-old boy had slipped into another flooded drain when he was walking with his mother. His body too has not been found.

"It's a shame that in India's IT hub children are dying by falling into flooded drains. The government is meant to fix the infrastructure of the city and develop its amenities before they worsen," said Ayaan Khan, a software professional.

But Ravichander, who is also an expert on the city's public infrastructure, said: "Vijay's death is an unfortunate incident. But public memory is very short; we'll forget the episode in a couple of days.

"Blaming the government or the city's municipal corporation is not going to end Bangalore's troubles. Rather, government agencies and denizens of Bangalore have to come together to put an end to such mishaps."

Echoing him, a senior member of Janaagraha, a non-profit organisation working towards citizens' involvement in democracy and democratic processes, said the approach of both residents and government agencies needs to be changed.

"Shifting the blame on each other is not going to help develop Bangalore. The city being the IT hub of India should have its civic amenities in place. Proper planning of the city is the need of the hour, to have a strong future for Bangalore," said the member of Janaagraha, who did not wish to be named.

However, Karnataka Lokayukta (ombudsman) Santosh Hedge, who is a retired judge of the Supreme Court, has blamed the Greater Bangalore City Corporation (BBMP) for the poor civic amenities in this city of eight million people.

"It's a known fact that drains get flooded during monsoon. BBMP simply doesn't bother to fence the drains to avoid people slipping into them," said Hedge.

Encroachment of land near lakes, which serve as natural drains for Bangalore, along with blockage of drains due to plastic bags is a major factor leading to the flooding of drains in the city.

    Whatever is happening in Bangalore is only because of corrupt practices of our bureaucrats and politicians. They encourage all the builders to go for illegal constructions by approving the plan. All most all the builders and owners of small houses have two plans legal one for approval which they keep in record and the other one for construction.

    Nobody is aware how the occupation certificates are issued to such constructions. Some well-known builders where there is no illegal construction and strictly follow the required norms are struggling to get occupation certificate as they have only accounted money.

    One can see clearly some building walls standing on the compound walls. There is no safety for the occupying family and the neighbouring as well. Some buildings are flooded with drainage water as there is no scope for the water to flow out. Only God can save this city from these bureaucrats and politicians.

    Mr. Nagesh Nayak is having some BJP syndrom and needs some attention. I have read so many topics on this portal and Mr. Nayak has only one thing is to play the BJP Trumpet on each and every thing that is under Karnataka sky.     What we see today is not the decisions which were taken within 2 years ? BJP govt is here may be since 150 days. blame Ramakrishna Hegde, KH Patil, bangarappa, dharam singh etc as to what they did ? we will be able to judge bjp govt 5 years from now as to what was done.

    In a city like Bangalore, it is the responsibility of both public and govt. authorities to prepare to face any eventualities/natural calamities. But in Karnataka people are only to blame Govt.,shrinking their responsibilities.Such mishaps are happening in all larger cities in India.But in Karnataka all all issues are blown-up out of proportion

    Mr nagesh nayak for your kind information that, these are the developments are not only by the yadiyurappa govt.the i.t. and bangalore development is started by the ex chief minister s.m. krishna and continued by mr. kumara swamy also. now being a cheif minister mr. yadiyurappa also slowly but continueing same development.Meanwhile we should not forget his failures that cammunal riots in state (mysore riots , last year church attack)and B.D.A. scam etc. all during his ruling only. anyhow we all wish him good ruling of karnataka with peaceful,human harmoney and without any scam and dirty political impartiality.also we have to wish him to safe from all internal party politics especially from his own b.j.p.

    Karnataka State has had an non centre Government for more than 2 decades and this has led to a very minimal allocation of Centre funds for infrastructural development. The Centre collects very good revenues through various means such as income tax and excise & customs duties from both businesses and individuals in the city but for political reasons this is not matched with the spend the Centre allocates towards the State development. Every other state like Maharashtra and Andrhar Pradesh have been in limelight of infrastructure. Wake up Karnataka, It is high time we realise this and appropriately raise it to the Centre
