After Campaign to Save Cows, Govt Bats for Prisoners Now

Bangalore, Sep 1: In a bid to mount pressure on governor Hans Raj Bhardwaj to give his consent for the state government’s move to release 593 prisoners, the B S Yeddyurappa regime has threatened to approach President Pratibha Patil if Raj Bhavan persisted with its rejection yet again.
               
It may be recalled that the governor, who had been insisting on adherence to following the norms before approving the BJP government’s proposal for releasing 593 prisoners at one go and had returned the file sent to him by the state’s prisons department for the third time, had turned down the proposal on the eve of the Independence Day celebrations.
               
Prisons minister Umesh V Katti told reporters on Wednesday September 1 that he had asked his department officials to submit all the details sought by the governor regarding the convicts within the next few days.
               
Details regarding the prison sentence already completed, convictions, the conduct during the period of imprisonment and police reports would be furnished to enable the governor to take an early decision, he said.

“I will meet the President if the governor rejects the file again,” he said and wondered why Raj Bhavan was not accepting the state government’s request.

''We will impress upon the President to issue necessary directions to the governor to take an early decision after examining all aspects,” he said pointing out that convicts who have shown good conduct in jails had been released in Tamil Nadu and Andhra Pradesh.

It may be mentioned here that the state home minister Dr V S Acharya and law and parliamentary affairs minister S Suresh Kumar along with advocate general had already met the governor in this regard.

The minister said the governor has requested the government to furnish all facts along with the recommendations of the government on each convict sought to be released (to enable the governor examine each case) under Article 161 of the Constitution.

It should be noted here that a section of the life convicts in the Central prison had staged an agitation demanding their early release.

Answering questions on the public criticism and opposition from former state High Court judge, Justice M F Saldanha, for the release of prisoners lodged in various jails even before they completed their sentences on the grounds that such an action would send a wrong message and affect the maintenance of land and order situation, Katti said there was no basis for such apprehensions.

There were no mala-fide intentions behind the government’s proposal for the release of convicts, he said.


Anti-cow slaughter bill
 
The Yeddyurappa regime has been exerting pressure on its controversial legislation, The Karnataka Prevention of Slaughter and Preservation of Cattle Bill 2010, which did not get the governor’s assent and was sent to the President for examination.

With opposition Congress and JD(S) leaders from the state meeting the President separately demanding that the controversial bill should not be approved, the chief minister took it upon himself to meet the President in New Delhi demanding early clearance of the bill.

The governor had taken strong exception to the Yeddyurappa regime’s attempts to exert pressure on the governor and the Centre to give early clearance to the anti-cow slaughter bill, which had been publicly opposed by several leaders and even dalit leaders while the Hindu religious pontiffs have been its ardent votaries.


Services of private security agency terminated
 
Replying to another question, Katti said the private security agency, Terrier Security Services (India) Pvt Ltd, had been entrusted with the task of deploying its securing guards to provide security in 12 prisons in the state.
In view of the failure of a private security agency to deploy qualified candidates to guard 12 prisons, the state government has decided to stop services of that agency and call fresh tenders again to hire candidates.

The department had hired the private security personnel from August 1 after a legislature committee studied the unlawful activities in several prisons, especially at the Parappana Agrahara prison, and submitted a report suggesting ways of countering them.

As per the terms of appointment of the agency, it was required to deploy its 400 security personnel to guard Parappana Agrahara Central Prison in Bangalore (110 personnel), and at the prisons in Belgaum (30), Bellary (40), Bijapur (22), Gulbarga (30), Mysore (64), Dharwad (20), Hassan (14), Madikeri (10), Mangalore (24), Tumkur (24) and Mandya (12).

But the agency posted only 278 personnel, Katti said and the government chose to terminate the contract for failure to meet the stipulated conditions.

    First of all I would like to clarify that I do not belong to any party but I am the strong supporter of Indian Constitution and Indian culture which is being distorted by some politicians for their political gains. I consider both Karnataka and Union government as my governments and hope you do not have different government at Center because you mentioned as “UR UPA Government”

    I agree with you that there as price rise of essential commodities and this is the global phenomenon as a result of our economic revolution. Economic Revolution had many plus points which included the rich dividends to middle class families as salaries have increased four to five folds and we never complained to the government then. However this price rise will affect the people below poverty line and government is ensuring distribution of essential commodities’ at fair prices. Even though our PM is inclined towards economic growth, leftist leaning of Sonia Gandhi has helped in giving socialist face to the economic growth. Programmes like NREGA, RTI, food act etc. are surely a step towards helping common man.

    Corruption is one of the big disease our country have and it is nice to see that congress immediately acts even when only accusations are made. Shashi Tharoor, Natwar Singh are the few examples. I am sure congress will not protect, if anybody is involved in the CWG corruption and they have ordered CBI enquiry.

    On the contrary the state government is not taking enough steps in any of the problems pertaining to the common man but spends more energy on common man unrelated issues such as Anti Cow slaughter, Prisoner liberation etc. For a minute, you be neutral and tell me which are the priorities this government should spend its energy so that common man is benefitted?

    What you mean by minority politics? This constitution has given right to all communities to live as per their wish without affecting other citizens and do you want to curtail this freedom? Fortunately this country as majority citizens supporting Indian culture which is secular in nature and hence the communal parties have failed in its attempt to bring division within Indians.

    Dear John,after I got my voting right, I have voted in most of the elections and many a times used to be the first man to vote in my booth. If at all I missed any voting, it may be when I was out of station. I will surely come during next election.

    See the priorities of this government. Cows and prisoners seems to be important in this state than the common people. No matter people may be struggling to get their dwellings in the flood hit areas, citizens are inconvenienced without power and the state is looted by illegal mining, Save cows and liberate prisoners is the slogan of this government today!

    What can we say about this shameless government? People have elected this government and we have to see all these drama for another 3 years. I only hope that our state remain intact by the end of the term when this BJP government will be thrown out of power by the people of Karnataka.

    Cow should have been named as the National Animal for its divine qualities. Our friends here are putting some silly comments and their eating habits to oppose the anti cow slaughter bill. Here I am quoting the Minister Dr. Mumtaz Ali's statement- "Whether people will not survive if they do not eat beef". For them, not the persons like Mumtaz Ali and Abdul Kalam , but Aurangazeb and Dawood Ibrahim are role models. We can see that there is no strong opposition from the Muslim community against the anti cow slaughter.It is only from some selfish politicians and so called rationalists.

    Governor has every right to ask for a detailed justification of bonafied releasable prisoners and the list may be returned to the sender for want of more details.

    Having said that Katti or CM,why they are resorting 'Press' before submitting detailed justification report to GOV FOR SECOND TIME is a point of reconing!!!BJP govt's handling of the things always seems to be in a short cut.Always confronting with constitutional head of the state is not augur well for the govt as well as democracy alike.CM need to apprise the honorable Gov rather than challenging/threatening in advance in the Press to GOV.

    When we watch BJP government in Karnataka State every one must realize that, the foolish government in the world. It is great issue and every one must know what others are thinking about our CM because we elected them. First of all to put behind the bars any criminals it will take so much time. Due to political influence, bribe and other short of illegal activities the Police Department taking great struggle to arrest the culprit. The court will take very long time and of course some time decades to give right judgment. Now after all this BJP government came into power just two years back and how they can judge, that the criminals are changed? Is our CM and Home minister are magician or is any astrologist told them to release? People must think why they are in hurry to release them? There are millions of cases and files with government and they are so stupid they are not bother to finish it. Let the governor take his own time and let him give the right decision to every citizen. About COW SLAUGTER bill again it is non-sense. There are millions of people are not having food and our CM and other ministers foolish brainless are feeding fruits to the animals. Other funny think is when they feedthe cow, the cow is tied up with rope and they put rope inside the nose too. Why they are harming the animal? This is the great drama by our BJP ministers.

    The 593 prisoners all set to release from the jail belong to BJP it seems. If they have any contact with congress, definitely HM will find misbehaviour in them. The venom of politics has reached peak point on these politicians and making them senseless in times.
