M'lore: Notwithstanding Minister’s Visit, 49 Wenlock Doctors Abstain Themselves

Mangalore, Feb 18: The state medical education minister, S A Ramdas, had given advance information that he would be visiting the government Wenlock Hospital here, and hold a meeting with the doctors, nurses and paramedical staff of the hospital at 11.30 am on Friday February 18.  To his consternation, Ramdas found on his arrival today at the hospital, that as many as 49 doctors had chosen to stay away from duty today. Moreover, only one among these 49 doctors had applied for leave.

Enraged by the high unauthorized absenteeism, the minister said that notices will be served on the absentee doctors and action will be initiated against them.

He visited the hostel of the hospital. As his arrival was known in advance, the hostel was found to have been kept clean in general. 35 students are accommodated in each floor in a cramped manner. The minister found that there were leakages in the roofs and damages to the room doors. He asked for a proper estimate to be submitted relating to repair works, to the ministry for sanction. He also found that a portion of the hostel was filthy. The employees there complained that the government was not releasing sufficient grants for hostel maintenance.

 A dharna is going on in front of the hospital, protesting against the charges being levied even on below poverty line patients. During their interaction with the minister, the protestors said that the hospital takes about 90 minutes for admitting even patients who are brought in ambulances. They complained that the hospital employees ask the patients to bring medicines from outside at their own cost. They demanded concessional and free treatment for below poverty line patients at the hospital. Based on the assurance of the minister, the protestors withdrew the protest duly giving one week time.

The minister was accompanied by MLC, Capt Ganesh Karnik, and Shrikar Prabhu during the visit. The minister said that he wants to reform the functioning of the hospitals and ensure that no files are pending in any of hospitals. He said that every hospital, whether government or private, should compulsorily display citizen charts showing doctors present, types of treatments provided there, and surgeries conducted, charges for individual services etc.

The Minister visited Father Muller Hospital in Kankanady. Fr Patrick Rodrigues, Director, FMCI welcomed the minister. Addressing the doctors on occasion, the minister lauded the hospital management for efficient service at the hospital. He said as the hospital has more than 100 years of great history and wished that same compassionate service be prevailed in other hospitals of the state. MLC Capt. Ganesh Karnik was present.

Ramdas is scheduled to visit nursing and pharmacy colleges in the city from 2 to 3.30 pm today. He will participate in the convocation of Derlakatte K S Hegde Medical Academy from 5.30 pm to 6.45 pm. He will travel to Bangalore by night train.

    Having worked with district administration to establish facilities for care of newborn babies and children for past 15 years I have understood working of the public health system & the power given to DMO. Most decisions are taken in Bangalore and are imposed without any logical analysis of the needs. DMO has purchasing power for Rs. 200 only per day!!!any purchases costing more are to be ratified by higher authorities and its a big struggle to get the files moving in the hierarchy.

    Going through all the procedural formalities for purchase is very laborious and time intensive as they have to adhere to transparency act. The entire system is transparent and any body and every body can question. Many times purchases are with held due to stay orders from the court which is a very common feature due to above fact.I have known the officers purchasing essential drugs without release of the budget - risking their salaries! only people who are involved in the public health system would understand the difficulties faced in health delivery system and appreciate the persons in the system.

    Most often criticism comes from the people who have not stepped in to the hospital!!
    Recently we saved 16 year old boy from Thirthalli who was suffering from paralysis He was fatherless, mother was living as cooly worker. Our appeal for help fell in to the deaf ears of the community around in the district. Still we did mobilize funds & saved him not for publicity - as humane doctors !!!

    Nothing changes with these visits. What is required is a patient listening to the needs of the employees (doctors, nurses, support staff). It is indeed difficult work in an environment, where people demand and command 5 star service at the same time don`t want to pay even a single paisa for treatment or services!
    Staff at these Govt hospitals work under suboptimal conditions, and constant threat of physical abuse as well as abuse by the lay press!

    As Dr.Baliga correctly said, it is important to the people and the administration or the government to understand without the infrastructures Doctors cannot do anything. Ministers don't know in and out of the medical system. We talk about the advance in medicine like stem cell therapy, public health system,etc. are the dum beuro or minister know about this? Wenlock hospital require good infrastructure,manpower(recruitment of qualified staff)and proper maintenance and salary to its servant not the surprise visit. You are not a visitor Mr. Minister, you are part of the system.
    I had an opportunity to treat the patients for 15 years at Wenlock hospital, what I observed was that the dedication and commitment of the Wenlock staff to serve the patient honestly compare to any other hospitals in Karnataka.The health care management system should be implemented immediately at the Wenlock hospital. We boast our district has the maximum no. of Medical institution in the world. but, failure in health care system in our own hospitals. Health care professionals are not responsible for this. 3 P's (Pillars)of India are responsible for this, Public, Politician and Press. Remember, the Wenlock and Lady Goshen hospitals were built by the British. After 160 years, still govt.couldn't construct its own hospital.Whom should we blame?

    Sir, absentee doctors are just a tip of the iceberg. So many other things are happening inside all the Govt hospitals including our Wenlock Hospital. Most of the DMOs are highly corrupt and lakhs of worth medicines as well as other medically related materials are purchased through a middleman. Instead of providing to the poor patients, a portion of these procured goods are taken away by the hospital staff in collusion with outsider cheats. Finally, out of the huge bill of purchase of medicines and materials, the patience gets a pittance. To sprinkle lime to the wound, these poor patients are treated very rudely as if they are refugees or beggars.
    Bring in modern technologies like computers, CCTVs, Punch-card System, Weekly inventories by the Finance controller, bi-weekly surprise visits by the State Vigilant Officials to check both to the attendance as well as the inventory of stock. Introduce a scheme of giving incentives to the Whistle Blowers within the system so that it will control this multi-faceted cancer called corruption, non-loyalty and dishonesty.

    Wenlock hospital is presently is in a pathetic condition & needs special attention by the government by providing medicines. Proper Maintenance of Building & supply necessary equipment needed for medication. Why our Health Minister visit after Prior Information. Let him also see the Hospital when he makes surprise visits. We are praising Health Minister's visit while the condition of the hospital is rightly said by Mr. RAM

    It is good guesture by the minister but we all must think why he visited? Just for political stunt or he wants real change in system? Let him tell us  what action he is going to take? when that action will be implimented? and How soon he will come again and check the development?     The visit by the minister should be fact finding and not fault finding! The so called absentees were the people on night duty! only 5 doctors had not signed the register which is wrongly mentioned as 49 doctors!

    any individual or organization should think his or its contribution to the public health and understand the complexities of the administration of the health system. Patient needs are not the priority but red tapism and administrative requirements are the priority.Poor health systems management, ineffective budget allcation, lack of political will to bring about health systems reforms based on health system research has made our public health system lag behind when there is tremendous progress in the field of medicine.

    The government hospitals caters to the patients from 8 surrounding districts. Wenlock is the only district hospital with super specialties in some fields. advanced surgeries like hip replacement, knee replacement, cancer surgeries are being done as routine.
    36% of the deliveries in the district take place in the public health system of Dakshina Kannda which is the highest in the country contributing to the health of the mother and child. Over 2000 newborn babies are taken care in the neonatal units in spite of lack of budget support.There excellent work being done in this hospital makes a big list. This is possible because of hand holding by KMC
    This hospital need proactive support from the media and the public and not reactive comments.

    We cannot compare Wenlock to Fr. Muller's. The care and service at Fr. Muller's Hospital is of International standard. As far as I know, there is no discrimination nor conversions, just service for humanity. We appreciate the good wherever it is.

    Good work Mr. Ramdas. Few years ago when one of my relative was admitted in wenlock hospital I just happened to visit him. That day I really prayed to the Lord never ever bring even my enemy to this hospital. I am a student of Fr. Mullers Hospital, and when I was studying there the bed charges were just Rs 2-5 per day. But the amount of care and respect that we paid to our clients was praiseworthy. The very reason was the priests and nuns under whom we were trained put in our mind to consider each client as our own family member. So please I request each person in the healthcare to love and respect your clients. Don't neglect them just because they ar poor.

    Dear Ram, poor people who cannot afford even a square mean a day vist Wenlock hospital for treatment. Wenlock thankfully provides medical care for the poor and needy.  So  dont call it a cowshed or animal shelter.

    Great step from minister, S A Ramdas atleast one visit from Wenlock, when i am pass by bus always i am watch roof of the hospital, i can see one plant over there. always i am thinking if i have a money definitely i will remove and i will paint whole hospital. if u see inside the hospital too much of dirty. Dear Minister atleast tell ur Cm instead of giving money for temple, spend more money Govt. hospital, Gol will bless u.

    First photo is an eye opener for the proponents of 'clean Mangalore' campaign launched two days ago under the leadership of Sri Sri Sri.Let us shun fanfare for people friendly programmes and be sincere in implementing it.All those found for shortcomings at Wenlock hospital during minister's visit should be dealt with iron hand and stringent action be taken.The issue is very serious and defames local MLA's reputation.

    It is a strange situation that after informing in advance by Health Minister of Karanataka of his visit to wenlock Hospital Managalore, 49 DOCS were remained absent !!!Then question arises if not informed in advance what would be the present of the Docs?Is it daily happening or an challenge to Health Minister?Certainly it was a serious lapse in the part of District Health CEO.Now a days Mr Ramadas,Health Minister trying to set right the health fecilities for which he has getting lot of threats.We have to support active minister like MR Ramdas so that the services of the govt would be better than before.
