Mangalore: Waste management outsourcing - Corporators angry at being kept in dark

Daijiworld Media Network – Mangalore (SP)

Mangalore, May 7: The special session of the city corporation was held at the auditorium of the city corporation building on Tuesday May 6, for the specific purpose of giving information about contracting solid waste disposal work to a private company.

A number of city corporators objected to the fact that they were kept in the dark on the issue of giving the work of solid waste disposal of the city on contract to Mumbai-based Antony Waste Handling Cell Private Limited (AWHCPL). They reminded the officials that discussions had been on since 2007 relating to entrusting this work to Antony Company, and they were not aware about latest developments.

The state government has already given its nod for handing over waste disposal work to this private company, in an effort to find a lasting solution to discrepancies and loopholes found in the current system. City mayor, Mahabala Marla, tried to pacify the corporators by informing that the issue, which was in discussion at various stages, has reached a decisive phase, and this meeting had been specifically convened to give this information to city corporators. The mayor promised to provide detailed information about tender and other aspects of the scheme to all the corporators within two to three days.

Corporators, Naveen D’Souza, D K Ashok, and Deepak Poojary, wanted to know as to whether the city corporation has given thought about new problems that might crop up because of handing over this work to a new entity, and whether  they are sure that the lacunae found in the current system would stand fully addressed by this arrangement. They also wanted to know the source from which the corporation plans to fund Rs 18 crore it will have to annually spend for this project. They said they are opposed to levy of any additional fee on the citizens, as they have been promised of not enhancing taxes.

Corporators like chief whip, Shashidhar Hegde and Harinath felt that it would be wise to move further after providing full details of the new arrangement. They agreed that this scheme will be required to realize the dream of turning Mangalore into a clean city.

The representatives of the company said that their company has been handling waste disposal work at various places since the last three decades, and that this city will be first in Karnataka to come under them. The company plans to divide the city into two parts, north and south, for waste disposal, and sweep 25 km of road in the city through machines. All the vehicles will be fitted with global positioning systems, and the company plans to collect 100 percent waste from every house spread over 60 wards of the city, they explained.

City corporation commissioner Ajith Kumar Hegde, informed that the government had written to the city corporation to draft a work plan to implement this scheme, as the city corporation had given its nod for the same earlier. He said that a report will be submitted to the government if the corporators are opposed to this arrangement.

Deputy mayor Kavitha Vasu, and joint commissioner Gokuldas Nayak, were present.

Dear Fellow Mangaloreans: I have read the concerns expressed by each of you on Waste Management Outsourcing. Let us commend the Corporators for taking up this project on priority basis, so think positively that the arrangements made by MCC will work well and Mangalore will be a model city in cleanliness, eventually others to follow. Thanks.

the garbage collectors unofficially charge each household a monthly fee before they collect waste from houses on a daily basis. if you dont pay this amount you must search for the garbage bin which in most cases is located far away. a portion of this amount is then paid to the corporators. This makes it clear why these rogues are protesting. from my personal experience the people ( corporators ) who spoke are usually not bothered about any development work and neither do they care about the garbage disposal problem.

Corporators should be happily allow contracting company to do their job since they are expert in that field. Observe for one year and then take a call. Sacrifice selfish motives for a cleaner city.

State Government giving a nod to this private company for handling waste management in the City is good . But it would also be better to give the waste management of Bangalore ( Capital City )to a private Company and make them accountable .Bangalore is turning into a garbage city day by day .

There are improvements required in basic facility of waste dumping itself. The waste bins are not available in many places which resulted in people throwing the waste in plastic bags everywhere.See our road sides which are not clean et all.

The special session of the corrupt Mangalore maha nagara palike......when will there be a session on their corruption?? The session and objection to a Mumbai group is nothing but the fear of funds being transferred elsewhere and not their pockets. They are least bothered of how the city has been facing waste disposal problems!!!!!Whom do we complain to about these corrupt officers???

Really we should give this new Company a try and also give them a free hand to do their job efficiently. If not satisfied with their performance their services may be terminated by the City Corporation and look out for other options. Hope the present approach will turn Mangalore City into a clean city and a pleasant one for the citizens and tourists who visit this place.

Why not try a new approach the private company may do a good job if it does not then the public outcry could put the government back into action,as of now in the present situation ,it is not managed well ,and nowhere near, effecient.Of course there will pro and anti feeling ,in the end what is good for the city ,is good for all.

Public feel, elected representatives are totally bye passed !!!

Keep the city clean but do not overburden the public.

Already property tax has been increased 400%

Another 15% increase signed by MLAs who are unfit to be people's representatives !

    God save the public.

I appreciate that finally the City Corporation administration has plans to handover the Cleaning contract to an experienced professional company.

We trust the people in power such as District Incharge Minister and the Urban Development Minister of Karnataka have with honest intention in their mind to improve the Sanitization of this Coastal city.

We all have to appreciate if this takes care of the lacunaes in the existing system,

I hope if there are any lapses in the services of the Service providing Company, this should be monitored by the officials on a regular basis and ensure the Corporators are also d about the improvement in terms of cleanliness index in every Ward by taking feedback from minimum 500 residences from each ward,

I am a proud citizen of Mangalore and hope majority will find this new new Service provider worth implementing their schemes & help even Mysore and Hubli Dharwar, Belgaum & other the City Corporation administration also will follow this method in the days ahead.
